Northrop Grumman Mission Systems has an opening for a Principal Procurement Specialist to join our team in Sunnyvale, California. The role supports the Maritime/Land Systems & Sensors division, which serves the Submarine Industrial Base and operates on existing Northrop Grumman programs while exploring new opportunities. The position reports to the Procurement Manager for the Marine Systems Business Unit with sites in Sunnyvale, CA and Philadelphia, PA.
It is a fast‑paced role with high expectations and diverse assignments. A strong preference exists for full‑time onsite work at Sunnyvale, CA, but hybrid (2-3 days onsite per week) may be considered.
Responsibilities
- Develop subcontract specifications, work statements, and terms and conditions for services, specialized materials, or equipment procurement.
- Prepare bid packages, conduct bidder conferences, analyze proposals, negotiate subcontract provisions, select/recommend subcontractors, write awards, and administer resulting subcontracts.
- Ensure proper documentation is provided to logistics/transportation & warehouse organizations for receipt recording.
- Negotiate and coordinate additions, deletions, or modifications to subcontracts.
- Coordinate with program functional areas for subcontract funding, invoice processing, and program reviews.
- Collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end‑users.
- In conjunction with quality, evaluate and monitor supplier quality and reliability, and assess supplier ability to meet delivery schedules.
- Identify strategies to reduce cost, improve efficiency, and manage risk through strategic negotiations.
- Manage subcontract performance, ensuring compliance with all public law requirements and company policies, including import/export regulations.
- Use Lean Six Sigma and other process tools with suppliers to drive quality, efficiency, and continuous improvement.
- Develop and manage strategic/key suppliers; review and approve supplier payments.
Basic Qualifications
- Bachelor’s degree with a minimum of 5 years of procurement experience, or a Master’s degree with a minimum of 3 years, or 9 years of procurement experience in lieu of a degree.
- Experience with procurement policies, procedures, and regulations.
- Experience with FAR/DFARS and associated Federal Contracting regulations.
- U.S. Citizenship.
Preferred Qualifications
- Experience with International Procurements under U.S. Government prime contracts.
- Experience with Import/Export issues of materials and technology.
- Experience with SAP procurement systems.
Primary Level Salary Range: $85,600.00 – $128,400.00. The range is a guideline; Northrop Grumman considers factors such as scope, responsibilities, candidate experience, education, and market conditions when determining base salary.
