Job Description
A leading civil construction contractor is seeking a Senior Safety & Quality Control Specialist to support its substation and infrastructure projects. This role will ensure compliance with all applicable safety standards, promote a proactive safety culture, and oversee quality assurance across multiple active construction sites. The position focuses on civil and structural scopes within substation environments, requiring strong field presence, leadership, and a deep understanding of heavy construction safety practices.
Key Responsibilities
- Serve as the primary on-site safety representative for all work within substation and civil project areas, ensuring adherence to OSHA regulations, NFPA 70E interface requirements, and client-specific safety procedures.
- Maintain a consistent field presence across active sites, acting as a safety mentor, observer, and resource for project leadership and crews.
- Conduct regular risk assessments on critical tasks such as excavation, concrete placement, structural steel erection, crane operations, and work near energized facilities.
- Verify that proper PPE (including high-visibility, arc-rated, or specialty protective gear) is used in compliance with project safety plans.
- Lead daily safety meetings and collaborate with superintendents and foremen to ensure all crews operate safely and efficiently within designated work zones.
- Exercise stop-work authority when unsafe acts or conditions are observed, ensuring immediate correction and escalation when necessary.
- Confirm that all personnel meet required safety training and qualification standards per company and client expectations.
- Lead investigations into incidents, near misses, and unsafe conditions; perform root cause analysis and develop corrective/preventive action plans based on human performance principles.
- Mentor field leaders in safety communication, hazard recognition, and accountability practices to strengthen overall team performance.
- Document field observations, inspections, and corrective actions using company digital reporting tools, and communicate trends to management for continuous improvement.
- Participate in pre-construction and progress meetings to integrate safety and quality considerations into project planning and execution.
- Evaluate and mitigate environmental and physical hazards, including excavation stability, heavy equipment movement, overhead hazards, and energized area interfaces.
Qualifications
- Minimum of 10 years of civil construction experience, preferably with exposure to substation, site development, or heavy infrastructure projects.
- At least 5 years in a safety and/or quality leadership role with a proven track record managing multiple concurrent projects.
- Strong working knowledge of OSHA 1926 Construction Standards, EM 385-1-1, and industry best practices for civil and structural construction.
- Preferred certifications: OSHA 500, CSP, CHST, or Utility Safety Professional (CUSP).
- Experience conducting and documenting inspections, audits, and quality verifications in a construction environment.
- Excellent communication, leadership, and mentoring skills with the ability to influence field personnel.
