Central Tablelands Water is a single-purpose County Council providing potable water to over 15,000 customers across 13 towns and villages. We supply potable water for residential, industrial, and rural use across an area spanning approximately 14,000 sq/km.
Central Tablelands Water is now recruiting for the newly created position of Executive Management Accountant . This position is a member of the Executive Leadership Team (ELT) and is responsible for overseeing and managing the entire financial requirements of the organisation. You will ensure the organisation is agile, sustainable, and that critical data is available to support strategic and operational decisions.
The position is office-based in Blayney NSW. Central Tablelands Water is flexible with the commencement date for the right candidate, ideally no later than early September 2025.

Your key responsibilities will include:
- Leading and improving all financial activities of Council (procurement, revenue, accounts payable, payroll, and accounting functions), including evaluating financial performance to improve processes and deliver cost efficiencies.
- Undertaking the annual budgeting process, including preparing estimates, tracking performance, reporting, analyzing variances, and trends to meet operational priorities and statutory obligations.
- Reviewing and preparing financial components of Council's Integrated Planning & Reporting framework, including the Long-Term Financial Plan and other strategic financial reports and policies for financial sustainability and strategic planning.
- Managing the preparation of all financial statements and statutory returns in compliance with standards and regulations.
- Participating in internal audits and service reviews for the Audit, Risk, and Improvement Committee.
- Ensuring timely and accurate payroll processing, including superannuation compliance.
- Serving as Council’s Designated Responsible Accounting Officer, ensuring records comply with the Local Government Act and regulations.
- Developing financial reporting systems and preparing reports, including the Annual Report, providing opinions on financial position and indicators.
- Overseeing investments in accordance with Council policies to optimize returns responsibly.
- Preparing statutory returns for GST, FBT, and Payroll Tax.
- Providing accurate, timely financial reports to support resource management and strategic decision-making.
- Offering independent, frank advice to management and Council on financial management and sustainability.
Qualifications and experience:
- Tertiary qualifications in finance, accounting, or business.
- Minimum of 2 years’ experience in a similar finance role within local government, including budgeting, financial statements, long-term financial plans, asset management, and financial advice to ELT.
- Strong knowledge of the Local Government Act 1993, Regulation 2021, and the Code of Accounting Practice and Financial Reporting.
- High-level analytical, research, problem-solving skills, and commercial acumen within local government.
- Leadership skills with experience in organizational change, fostering collaboration, driving improvement, and building trust.
- Strong interpersonal skills to influence, build relationships, and maintain confidentiality.
- Excellent communication skills to interpret financial data and engage stakeholders.
- Proven leadership, motivation, and mentoring experience.
- Good understanding of financial systems, spreadsheets (Excel), databases, and word processing. Experience with Synergysoft and LG Solutions is advantageous.
- Ability to prepare complex reports and returns for Council and government authorities.
