Description
Looking for a challenging yet rewarding position in a collaborative atmosphere, this may be the position for you The Office of Application Technology Services (OATS), Division of Eligibility Systems (DES) is seeking an IT Business Analyst Senior to work on special projects associated with Statement of Works (SOW). This position will operate as a Subject Matter Expert on projects that flow through the Design, Development & Integration Branch (DDIB). Exciting new technology will be implemented with these Project SOWs. Serving as information technology specialists and providing direction in planning, organizing and managing information as well as other duties assigned. Future enhancements and projects supported within DES are essential to many citizens within the Commonwealth as well as to CHFS (Cabinet of Health and Family Services) agencies, which provides a unique perspective and sense of accomplishment.
Responsibilities include but are not limited to:
- Convert business needs into functional business requirements and document in clear and concise formats, such as requirements specifications, use cases, and user stories. Communicate effectively to ensure that stakeholders understand project scope, timelines, and deliverables.
- Analyze, test and monitor design, development and integration of business or programmatic requirements within projects located in statement of works. Write and/or review and execute test plans for these future system enhancements.
- Initiate and review system specification for software changes. Conduct analysis of programs, policies, procedures, federal and state laws and regulations for automated procedures of support.
- Serve as the SME(subject matter expert) on special projects, assists with lead business analyst role on projects using Risk, Issue, Action Item, and Decision (RAID) Management Activities.
- Adhere to the Offices of Administrative and Technology Services System Development Life Cycle (SDLC) procedures, promotes the use of statewide information resource management guidelines and technology standards, and participate as a member of certain teams and committees.
- Foster a culture of continuous learning and improvements within team by working collaboratively in groups and fill in gaps between the other branches within The Office of Application Technology Services (OATS), Division of Eligibility Systems (DES).
- Other duties as assigned.
Skills and Expectations include but are not limited to the following :
- Experience in providing business analysis on large scale IT systems.
- Prior experience determining eligibility or supporting one or more of the following programs: Supplemental Nutrition Assistance (SNAP), Temporary Assistance for Needy Families (TANF), Child Care Assistance Program (CCAP) and/or Medicaid.
- Experience with new technologies applied in IT systems.
- Experience in Microsoft products, Team Foundation Server (TFS), SQL Server Management Studio.
- Experience scripting high level Test Plans and ability to write User Requirement Documents (URD).
- Strong verbal and written communication skills.
- Ability to adapt in fast-paced environment with strong decision-making abilities.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS: Three years of systems analysis, IT support, business administration, or public administration experience or a related field of experience.
Substitute EDUCATION for EXPERIENCE: A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, or public administration, or a related field will substitute for the education requirement.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
