About the role…
Reporting to the General Manager Environment & Infrastructure, the Manager - Civil Assets & Operations is a key leadership role responsible for the strategic and operational delivery of Council's infrastructure portfolio and services.
This senior position oversees the planning, design, delivery, and maintenance of civil assets including roads, footpaths, bridges, drainage, and marine infrastructure. It also plays a pivotal role in leading the Council's waste and resource recovery functions, ensuring a sustainable, high-quality service that meets community expectations.
What you will do…
- Infrastructure Leadership : Manage the lifecycle of civil infrastructure assets, from strategic planning to maintenance and renewal, ensuring long-term financial and environmental sustainability.
- Strategic Asset Management : Develop and maintain multi-year Asset Management Plans and a 5-year Capital Works Program aligned with Council's strategic and financial plans.
- Team Management : Lead and mentor a high-performing team of 5 direct and 7 indirect reports, fostering a culture of accountability, innovation, and continuous improvement.
- Service Delivery : Ensure effective delivery of infrastructure services including road maintenance, stormwater management, and marine asset upkeep.
- Waste & Resource Recovery : Oversee waste collection and recycling services, and develop operational and strategic waste management plans in line with sustainability principles.
- Technical Standards & Advice : Ensure adherence to Council technical standards, provide input into Development Applications, and offer engineering advice to stakeholders.
- Compliance & Safety: Uphold WHS, environmental, and legislative compliance across all operations, embedding safety and risk management into daily practice.
- Depot Management & Operations : Oversee efficient depot operations and support after-hours service through Council's on-call roster.
What they are looking for…
- Tertiary qualifications in Civil Engineering, Asset Management, or a related field
- A minimum of 5 years' leadership experience managing multi-disciplinary teams in civil infrastructure or public works.
- Strong understanding of asset management principles, infrastructure lifecycle planning, and financial management.
- Proven experience managing complex infrastructure programs, budgets, contracts, and regulatory requirements.
- Excellent interpersonal, negotiation, and stakeholder engagement skills, with a community-first mindset.
- Ability to lead change , foster innovation, and support staff development within a high-performance team.
- Knowledge of WHS , risk, procurement, and project management in a local government context is highly desirable.
