Role Overview
Citizens Commercial Liquidity Management is seeking a Chief Operating Officer (COO) to serve as the strategic, operating, and narrative backbone of the Liquidity business. This role is a senior partner to the Head of Liquidity and is responsible for translating strategy into a clear story; driving disciplined execution; and ensuring the business operates with strong first‑line risk awareness and operating discipline.
This role plays a critical role in supporting the Head of Liquidity in their responsibilities as a covered position, ensuring strategies, investments, and execution are well‑governed, transparent, and defensible.
Strategy, Narrative & Board Readiness
Own the coordination and articulation of Liquidity strategy and multi‑year roadmap, translating complex priorities into clear, compelling, and continuously refreshed executive‑ and Board‑ready narratives.
Develop and maintain the core Liquidity story so leadership and teams can consistently and confidently articulate strategy, progress, and trade‑offs, ensuring strategy materials are organized to support effective Board‑level dialogue, challenge, and decision‑making.
Research, Strategy & Investment Governance
Set expectations, structure, and analytical standards for how research is conducted, synthesized, and translated into strategic insight. Establish a strategic and investment framework to enable teams when proposing initiatives or requesting funding.
Ensure the conversion of research into coherent strategies and well‑supported business cases, ensuring assumptions are transparent and recommendations are decision‑ready.
Enterprise & Horizontal Integration
Serve as Liquidity’s primary operating counterpart to other COOs across the Commercial Bank, ensuring alignment with partner strategies, operating plans, and priorities.
Maintain awareness of partner roadmaps to ensure Liquidity appropriately supports and measures shared outcomes.
Leadership Cadence & Execution
Own the Liquidity leadership operating cadence, including weekly and monthly meetings with the Head of Liquidity, ensuring meetings have clear objectives, structured agendas, and tracked outcomes.
Risk Management & Control Support
Act as a key first‑line risk partner supporting Liquidity. Partner with Risk, Compliance, Legal, Finance, and Audit to ensure initiatives are appropriately governed and defensible.
Embed risk considerations into strategic planning, investment proposals, and execution routines.
Skills / Competencies (Final – Explicit on Deck Production)
- 10 years’ experience in liquidity management, products and services, with the ability to support strategy development, policy design, operating procedures, and related legal or governance documentation.
- Communication: Demonstrated ability to translate complex strategies and operating plans into clear, compelling executive/Board‑ready materials, including strategy decks, roadmaps, and decision memos. Exceptional written and verbal communication skills with a strong command of structure, storyline, and executive framing.
- Strategic Leadership & Enterprise Influence: Proven ability to build alignment and buy‑in for strategic initiatives across a complex, matrixed organization. Strong enterprise presence with the ability to influence peers and senior leaders horizontally, including partnering effectively with other COOs and functional leaders.
- Experience leading organizations through multiple phases of change, including strategy shifts, operating model evolution, and changes in ways of working. Ability to drive adoption while maintaining momentum and clarity.
- Operating Discipline & Execution Management: Demonstrated success executing in a cross‑functional environment with dotted‑line resources. Ability to establish operating cadence, meeting discipline, prioritization routines, and accountability without creating unnecessary bureaucracy.
- Risk Awareness & First‑Line Partnership: Experience operating in a first‑line environment with strong risk awareness, including embedding risk considerations into strategy, investment decisions, and execution routines, and partnering effectively with Risk, Compliance, Legal, and Finance.
