The Director, Development Program Operations will lead the development and optimization of the Strategic Program Team’s operating model and development capabilities, contributing to the company’s performance and operational excellence. The role is accountable for generating actionable insights and recommendations to senior leadership to drive the scaling of the operating model, including team composition, roles, responsibilities, and deliverables.
Additionally, this role designs, builds, and manages cross‑functional, business‑critical initiatives that accelerate portfolio delivery. The role requires strong matrix leadership with drug development and business acumen, leveraging robust strategic change execution methods and best practices. It anticipates business needs through strategic planning and trend analysis and aligns key stakeholders across Development and interfaces with Research, Manufacturing, and Commercial to enable continuous improvement and cross‑functional operational efficiencies.
This role is a hands‑on contributor and people manager, building relationships at all levels of the organization to solicit and act on stakeholder input regarding the SPT operating model. The role navigates a fast‑paced, agile environment collaboratively and innovatively.
Note: this role requires four days onsite in either Tarrytown, NY or Warren, NJ and is not eligible for fully remote work.
Typical Day In This Role Looks Like
- Identify, create, and drive strategic initiatives related to the DPM and SPT operating model with a direct impact on Development portfolio and pipeline.
- Partner with Program and Portfolio Management (PPM) Leadership and Development functional areas to monitor, measure implementation impacts, and take action when needed.
- Develop, maintain, and implement project/program management methodology, including processes, tools, metrics, and policies to ensure efficiency, quality, and business success.
- Drive consistency and standardization across program strategy execution, ensuring compliance with execution methodologies and standards.
- Design and implement the operating cadence, including coordination meetings, project updates, and overall oversight of projects.
- Work with Development and PPM Leadership to define innovative operational key performance indicators (KPIs) for projects and services delivered, tracking these KPIs across the department to ensure goals are consistently achieved.
- Build strong, interdependent partnerships and manage communication effectively with functional area heads in Development and key stakeholders in Research, Commercial, and Manufacturing.
- Coach and develop department members, ensuring organizational strategy delivers the necessary skills, capabilities, and processes for portfolio delivery.
Qualifications
- Significant experience in the biotechnology or pharmaceutical industry with a strong understanding of drug development activities in line functions and project teams.
- Consulting experience and experience developing a Project Management Office (PMO) is desirable.
- Proven experience in a similar role, with knowledge of Operational Excellence, Six Sigma or Lean, and business process management preferred.
- Proven leadership skills with the ability to innovate and drive framework and change in a matrixed environment amid ambiguity.

- Strong organizational and multitasking abilities, overseeing multiple projects simultaneously.

- Excellent written and verbal communication skills, including presenting complex information and insights effectively.
- Experience building and leading high‑performing teams and driving cross‑functional initiatives.
- IT proficiency with Microsoft software, project management tools, analytics, and visual reporting applications (e.g., SharePoint, MS Project, PowerPoint, Word, Excel, PowerBI).
- Ability to travel.
- Minimum of a Bachelor’s degree (Bachelor of Science) and 12+ years of industry experience with at least 5+ years in project management; MBA preferred.

Salary Range (annually)
$183,100.00 - $305,200.00
