Place of Work: Charlotte-Mecklenburg Schools premises, with possible occasional work at other district locations
Responsibilities
Under minimal supervision, the Executive Director of Employment and Performance Management performs senior‑level duties, including:
- Adhering to all state, federal, and local laws, policies, and procedures.
- Leading, managing, supervising, and evaluating assigned staff/programs in Human Resources.
- Investigating, analyzing, and formulating methods for handling special projects and reports.
- Ensuring Human Resources systems remain fair, equitable, and compliant with laws and school board policies.
- Overseeing record‑keeping compliance functions, including onboarding, E‑Verify (I‑9 records), background checks, drug tests, and health certification.
- Advising on staffing needs and budgetary considerations.
- Managing and monitoring the departmental budget.
- Creating a collaborative hiring process to improve the experience for current and prospective employees.
- Directing the continuous assessment of personnel programs, policies, and procedures and recommending improvements.
- Providing technical guidance on personnel policy development and interpretation to the school staff.
- Planning, organizing, directing, and supervising the personnel management program, including selection and onboarding.
- Developing, interpreting, implementing, and enforcing personnel policies and procedures, including legal considerations related to disciplinary actions.
- Creating systems and processes to track and improve Productivity data of the Employment Team.
- Collaborating on vendor contract development, review, and renewal that support Employment and Performance Management.
- Facilitating staff meetings and attending other related meetings as needed or required.
- Overseeing and managing processes to ensure accurate personnel record management and reporting across multiple platforms.
- Completing local, state, or federal surveys and reports accurately and promptly.
- Participating in professional development workshops and leadership training.
- Creating an inclusive environment with positive communication and public relations.
- Performing related work as assigned or required.
Knowledge, Skills, and Abilities
- Comprehensive knowledge and understanding of public school system policies and HR programs.
- Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school HR programs.
- Thorough knowledge of county and school board policies, procedures, and standards regarding funding, position control, and allotments.
- Deep knowledge of relational database theory and techniques.
- Deep knowledge of immigration policy, procedures, and requirements related to employment.
- Ability to maintain professional and emotional control under stress.
- Ability to respond appropriately to situations while maintaining a professional demeanor.
- Ability to learn and use specialized tools, equipment, or software related to business needs.
- Ability to develop and monitor a budget.
- Ability to direct and evaluate the work of others.

Education and Experience
- Bachelor’s degree required.
- Master’s degree in education or related area preferred.
- Minimum of five (5) years’ experience in human resources preferred.
- Equivalent combination of experience and education acceptable.
Special Requirements
- Valid Driver’s License or ability to provide own transportation.
- Travel to school district buildings and professional meetings.
Position Type and Salary
Position Type: Full‑time
Salary/Status: Market Pay Grade 12/Full‑time, 12 months
