Government Business Development Manager
Fully manage identifying, researching, and applying for relevant government (includes federal, state and local) opportunities, ensuring compliance with all regulations and requirements. This role requires a deep understanding of past government contract awards, competitive landscapes, and trends in the healthcare sector, especially Home Medical Equipment and Facility Equipment for VA.
Key Responsibilities
- Identify and pursue government contract opportunities within the healthcare industry.
- Analyze previous contract awards, including competitor bids and government procurement trends.
- Develop and maintain relationships with key government agencies, contractors, and stakeholders.
- Prepare and submit detailed proposals, bids, and necessary documentation for contract applications.
- Monitor compliance with all applicable laws, regulations, and contract requirements.
- Collaborate with internal teams to ensure timely and accurate delivery of project milestones
Results
- Secured Government Contracts: The primary deliverable would be winning high-value government contracts within the healthcare industry, providing consistent revenue streams for the company.
- Comprehensive Government Contract Pipeline: A well-established and active pipeline of upcoming government contract opportunities, ensuring a steady flow of potential business.
- Detailed Market Intelligence: A repository of insights into previous contract awards, competitive analysis, and government procurement trends, allowing the company to better position itself for future opportunities. Find trends for different regions and develop a bidding strategy.
- Compliance and Proposal Database: A complete, organized system of proposal templates, required documents, and compliance checklists to streamline future applications and ensure readiness for contract bids.
- Strong Government and Stakeholder Relationships: Established relationships with key government agencies, decision-makers, and partners that enhance the company’s credibility and access to future opportunities.
- Improved Internal Processes: Implementation of efficient processes for contract acquisition, from identifying opportunities to submission, reducing time and resources spent on proposals.
Regular Duties
- All new opportunities should be added to Salesforce, Stage “Qualification”. It should have solicitation attached, entered the due date, price of the opportunity.
- Every opportunity should have updated notes with every new change.
- Daily monitor the opportunities which are on the Negotiation status and make a note - is there any update from VA. Or you can subscribe for notification emails from the webpage.
- Every opportunity should have a correct status
- All awarded opportunities should be analyzed.
- Keep an eye on our current contract expiration date - when VA should post the opportunity to renew the contract, we should be the ones to bid on it.
Qualification Criteria / Criteria’s which contracts are nice to have
- Location where we are present - price is more flexible, we can be more competitive
- Services which we provide - price is more flexible, we can be more competitive
- Revenue (the more the better)
- What is performance period (term / length of contract - the longer the better)
- Profitability (10% net income or even more).
- Size (how many states/hospitals it includes) - the more the better
- Maximum value of the contract - you can't go above that
- How much do we need to invest in this opportunity (opening new locations, buying new equipment - the less the better)
- Review SOW (statement of work)
- File “GovCon Historical Data Analysis(Home Oxygen Award History)” should be updated.
- Similar files for other products should be created.
- For every year and every VISN data should be gathered.
For example, DME delivery in a new location for a million dollars over five years in 3 hospitals. So that's only $200,000 a year, that's $16,600 a month and Warrior has to set up brand new locations for three hospitals. It’s not profitable.
