Job Description
Job Summary
The City’s Human Rights Policy & Impact Analyst performs work to advance the Office of Human Rights and Human Rights Commission by researching and compiling information regarding policy and systemic issues related to human rights, proposing strategies informed by current trends and best practices to mitigate individual and community harms, providing administrative support to the Human Rights Commission, and conducting community engagement efforts to understand current and emerging community issues related to human and civil rights. Works under the supervision of and reports to the Director of the Human Rights Commission.
Compensation
Salary range: $31.00 – $36.56 per hour ($64,480.00 – $76,044.80 annually). Starting offer is based on applicable education, experience, and internal equity.

Essential Functions
- Assists the Director with developing and implementing comprehensive strategic plans and programs related to outreach, policy, and systemic impact.
- Researches and develops programs, policy recommendations, and best practices to deliver quality, evidence‑based outreach and programmatic services.
- Compiles relevant information for internal review of Human Rights Commission initiatives and prepares proposals for decision makers.
- Tracks topics, trends, best practices, and legislation related to protected classes under the Charlottesville Human Rights Ordinance.
- Assists with the development of legislative and policy recommendations, including tracking their progress through local and state governing bodies.
- Provides administrative support, including meeting minutes, annual work plans, and engagement with Commission leadership and members.
- Develops structures and tools to support the Commission’s duties of awareness, education, and guidance.
- Maintains awareness of key community issues affecting Charlottesville and surrounding areas.
- Ensures operations and activities comply with applicable federal, state, and local law and City policies.
- Builds collaborative partnerships with internal and external stakeholders through meetings, events, and initiatives addressing human rights and access.
- Creates and maintains an organizational process for compiling community information and data on human rights and access issues, including data collection and analysis.
- Develops and maintains data tracking and reporting mechanisms for outreach, policy, and programming activities.
- Assists the Director with office procedures related to policy, systemic impact, and Commission administration.
- Serves as a lead worker, guiding, training, and providing quality control as assigned.
- Ensures proper use and maintenance of City equipment and resources, including time management.
- Maintains regular, reliable attendance.
Other Duties
- Performs additional duties to support operational requirements as assigned.
Education and Experience
- Bachelor’s degree or higher plus at least 2 years of experience in public policy, program analysis, community outreach, and human rights.
- Associate degree plus at least 3 years of experience in the same fields.
- High school diploma or GED plus at least 5 years of experience in the same fields.
Preferred
- Bachelor’s degree.
- Familiarity with and understanding of the historical context of human and civil rights specific to the Charlottesville community.
Certifications & Other Requirements
- Successful completion of a pre‑employment background check and drug screen.
Job Knowledge, Skills & Abilities
- Thorough knowledge of institutional and systemic human and civil rights issues and policy impact.
- Knowledge of relevant standards, practices, principles, laws, regulations, and guidelines protecting individuals and groups from human rights violations, including ADA, Title VII, and the Virginia Human Rights Act.
- Knowledge of local and regional community‑based organizations, religious and civic groups, public and private social services agencies, and educational providers.
- Knowledge of research methodology and standard statistical procedures.
- Advanced reading ability to understand complex written materials such as reports, journals, and legal documents.
- Advanced writing ability to produce detailed reports, grants, speeches, manuals, and tailor content to specific audiences.
- Basic math skills (addition, subtraction, multiplication, division).
- Advanced communication skills to establish and maintain effective working relationships, present on behalf of the Commission, and negotiate sensitive issues.
- Independent judgment with limited supervision, managing special projects and reviewing assignments.
- Technical proficiency with Microsoft Office (Word, Excel, Publisher).
- No budgetary responsibilities.
- Lead worker responsibilities may include guiding, training, and project leadership.
- Organizational and time‑management skills, ability to evaluate solutions, and adapt to frequent task changes.
Physical Demands & Work Environment
- Light physical work: occasionally lift up to 25 pounds, frequently up to 10 pounds, or negligible force constantly.
- Occasional movement within the office to access file cabinets and machinery.
- Regular office environment with exposure to computer screens, monitor glare, dust, periodic community meetings; moderate noise levels.
- Use of standard office equipment, telephone, software, and hardware.
