Job Description
Overview
Metrolinx's GO Expansion program is delivering more GO service across the network, including the capacity to deliver two‑way service every 15 minutes or better on core routes. Work is underway on new track, station renovations, and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener, and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region.
The ONxpress Civil Joint Venture, comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd., leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.
Responsibilities
- Lead and mentor Quality Coordinators, Inspectors, and other quality team members across assigned project areas.
- Oversee execution of quality control activities identified in Quality Plans, procedures, and ITPs to ensure compliance with contractual and regulatory requirements.
- Serve as primary point of contact for quality issues within assigned disciplines or zones.
- Ensure compliance with Metrolinx specifications, contract documents, and ISO 9001 requirements.
- Ensure inspections and tests are conducted in accordance with approved ITPs and applicable standards, verifying that quality documentation is accurate, complete, and properly maintained.
- Review and approve test packages and inspection documentation prior to release.
- Lead evaluation of construction work performed by contractors, suppliers, and subcontractors, ensuring conformance with PA requirements, IFC drawings, and specifications.
- Oversee verification of equipment required for testing or inspection to ensure it is fit for purpose, properly calibrated and maintained.
- Oversee the identification, reporting and disposition of non‑conformances, ensuring corrective actions are implemented promptly and effectively.
- Control further processing, installation, or use of non‑compliant work or materials until corrective measures are completed.
- Conduct trend analysis of recurring issues and drive corrective and preventive actions.
- Coordinate all quality‑related activities with other Quality Managers, internal teams, subcontractors, and third‑party agencies including contracting authority, utilities, and government authorities.
- Support audits, surveillance activities, and external inspections.
- Communicate quality performance metrics and issues to leadership.
- Ensure quality records are properly prepared, stored, and maintained in accordance with project and ISO requirements.
- Support continuous improvement initiatives within the Quality Management System (QMS) and contribute to updates of Quality Plans, procedures, and ITPs as needed.
Qualifications
- Degree in Civil Engineering, Construction Management, or related field.
- 7+ years of experience in heavy civil construction, with at least 2–3 years in supervisory or quality management role, preferably in railway or transit infrastructure projects.
- Strong understanding of construction processes, quality management systems and regulatory requirements (Ontario experience preferred).
- Proven experience leading teams and coordinating quality control activities across complex construction projects.
- Excellent communication, organizational and problem‑solving skills.
- Proficiency in MS Office, document control systems and digital QC tools.
- Experience conducting audits and managing standards compliance.
- ISO 9001:2015 Lead Auditor experience.

- Salary: $27.00 to $79.00 per hour (hourly).
- Terms of employment: Permanent, Full time.
