Repost of 10414. To address increasing workload by supplementing Operations staff within
the Network Operations Center to support enterprise network and identity services, including
SD-WAN, PKI, and secure authentication enhancements.
SCOPE OF THE PROJECT:
As the Agency continues to see increased growth in enterprise applications, data capabilities,
and infrastructure modernization initiatives, the Department of Public Health (DPH) Office of
Information Technology (OIT) is advancing the Agency’s core network and identity services
architecture to better leverage network resources, data, assets, infrastructure, and systems.
Some of these initiatives include SD-WAN, Public Key Infrastructure (PKI), and secure
authentication and Active Directory enhancements. Consistent with best security practices,
DPH is further enhancing the Agency’s application ecosystems by expanding and maturing its
existing Identity-Based Networking Services (IBNS) framework, leveraging certificate-based
authentication to strengthen identity assurance across users and devices as a foundational
component of the Agency’s security architecture.
The selected incumbent will work under the general guidance of the Network Operations
Center section manager but will also be required to work closely with other teams and
Agency staff at all levels. Selected candidates will follow the Agency’s Change Management
process, and track and document the work and other tasks regularly communicating status
updates to the assigned project manager.

DAILY DUTIES / RESPONSIBILITIES:
The network administrators for these openings under the general guidance of the assigned
Network Operations Center Manager will coordinate daily/weekly assignments for the
deployment, operational support, diagnostics, and troubleshooting of the Agency’s critical
enterprise architecture. The network administrators will work with Network, Security, and
other IT professional groups and non-IT staff to assist with problem resolution, mitigation of
issues, and to provide technical solutions. The network administrator will ensure
assignments are completed accurately and on-time, and regularly provide progress, tasks, and
deliverables status updates to the assigned project manager.
Specific duties and responsibilities will include but are not limited to the following:
• Support enterprise network and identity initiatives including SD-WAN deployment,
PKI lifecycle management, and secure authentication services
• Monitor, identify, and remediate issues with Agency enterprise network and identity
services
• Support network connectivity and authentication services on Windows-based
systems
• Support connectivity and secure access on mobile devices (i.e., Apple devices)
• Manage the network and identity infrastructure lifecycle at all stages
• Create and maintain network documentation (e.g., diagrams, coverage, and design
documentation)
• Assist with deployment, configuration, and support of SD-WAN, PKI, and secure
authentication solutions
• Perform enterprise network deployments, installations, and upgrades
o Requires comfort working on a ladder; ability to lift 40 lbs.
• Perform firmware/software/security/feature upgrades across network and identity
platforms
• Monitor Agency trouble ticket system and complete assigned network,
authentication, and connectivity tickets
• Will serve as the Agency’s primary support resource for network and access-related
(authentication) technical issues, troubleshooting and resolving most
common/routine problems
• Assists Agency staff/contractors in resolving network, authentication, and
connectivity-related problems
• Coordinate and assist with testing and validation of network and identity solutions
• Adhere to State and Agency security and IT policies and standards
• Work closely with key stakeholder groups, including Network, Security, and Server
Hosting to ensure the appropriate level of engagement and focus is maintained
• Assists various IT groups with other tasks as assigned such as with system/network
installations and upgrades (i.e. racking equipment)
• Create, maintain, and review/improve upon network and identity documentation
• Ability to plan, organize, review, and implement associated project milestones to
completion
• Provides updates to Project Team
• Perform other tasks and duties as assigned
Each selected candidate will be utilized for 40 hours per week for the duration of these and
other projects and daily work as assigned. Job duties will require frequent site visits to
remote office locations throughout the entire state of South Carolina, and the selected
incumbent must be flexible to the potential of travel days being occasionally extended
beyond normal business hours.
Applicants must demonstrate good oral and written communication skills and be able to
provide effective phone, desk-side, and support via email. Applicants must be able effectively
communicate technical and project details with IT and non-IT staff and at all levels.
Support of the project:
• DPH will require that the selected applicant sign the Agency’s confidentially
agreement and/or Business Associate (BA) agreement if applicable.
• All web services must be secure.
• Any changes to hours per day/week worked or scheduling must be approved by DPH.
• Contractors must be available or onsite at DPH during each day/week at the Agency’s
discretion, excluding state holidays, throughout the term of the contract with any at-
home/remote work (i.e., outside the Agency) requiring prior approval.
• DPH may require that the selected applicant successfully complete online HIPAA and
other Agency training(s).
• There will be a weekly review between each contractor and DPH to ensure the
expectations of this agreement are met.
• Contractors must form productive working relationships with individuals from
diverse backgrounds and at all organizational levels.
• DPH will not accept any offers that include an “up-lift” charge. Contractor rates shall
not exceed the lesser of the maximum rates established under the State contract,
Knowledge Services/DOT Staff, or this contract position.
• Contractors are required to follow Agency IT Standards, policies, and procedures
including documentation.
• All notes, documents, and work product resulting from this SOW shall become the
sole property of the South Carolina Department of Public Health and the State of
South Carolina. Contractors shall not publish, share, or otherwise disclose such
materials without the prior written approval of DPH.
Payment Schedule:
All timesheets shall be entered and approved in a timely manner per State contract terms.
The State will cover round-trip travel expenses associated with mileage to and from sites with
400 Otarre Pkwy, Cayce, SC 29033 being the departure location if a state vehicle is not
available. Extra costs will NOT be covered (i.e., benefits, insurance, food, room and board,
etc.) for contractors under this contract.
DPH Support:
DPH will provide:
• All required network accounts, access rights and tools to complete tasks.
• Any DPH required training such as Agency online HIPAA.
• Staff to assist with any application or procedure questions.
• State vehicle if available and scheduling of vehicles for job duties
• Workstation (i.e., Laptop) and required software.
