Position OverviewThe Senior Manager – People & Stakeholder Engagement is a strategic leadership role of PT. Desa Emmerald (Eugene Museum in Bali).This position is responsible for building and sustaining the organizational foundation of the company, overseeing end-to-end HR operations, corporate culture development, stakeholder and community engagement, ESG initiatives, and continuous operational improvement across internal systems.The role ensures that people strategy, governance, and operational frameworks are aligned with Desa Emmerald’s long-term mission, financial sustainability, and institutional integrity. The position also leads the development of a distinctive corporate culture, positioning Desa Emmerald as one of the most attractive and respected workplaces in Bali and Indonesia.This position reports directly to the Board of Directors and collaborates closely with all departments across the organization.
Core Functional Responsibilities1. End-to-End HR Operations & Human Capital StrategyLead and manage the full lifecycle of HR operations, including recruitment, onboarding, employment contracts (PKWT/PKWTT), payroll coordination, BPJS administration, performance management, disciplinary processes, and offboarding.Ensure full compliance with Indonesian labor regulations and internal policies.Develop and maintain HR policies, employee handbook, and governance documentation.Establish structured performance review systems and leadership development frameworks.Lead workforce planning in coordination with department heads.Drive succession planning and talent retention initiatives.Ensure proper documentation, audit readiness, and regulatory compliance.2. Corporate Culture Development & Employer BrandingDesign and cultivate a strong corporate culture aligned with Desa Emmerald’s philosophy, values, and long-term mission.Establish internal cultural principles that guide leadership behavior, decision-making, and employee engagement.Develop programs that promote engagement, learning, and professional growth.Build an employer brand that positions Desa Emmerald as one of the most attractive workplaces in Bali and Indonesia.Implement initiatives to enhance employee satisfaction, retention, and organizational pride.Promote a high-performance yet values-driven work environment.3.
Stakeholder Engagement & ESG LeadershipBuild and maintain strategic relationships with local communities, banjar, authorities, and partners.Oversee ESG and BCorp-related initiatives, including documentation, reporting, and certification milestones.Ensure alignment between sustainability commitments and operational practices.Represent the company in selected stakeholder discussions when appropriate.4. Operational ExcellenceDrive continuous improvement initiatives across departments as part of executive members, including process and workflow optimization.Coordinate digital transformation and AI-enabled efficiency initiatives with IT/Digital.Promote structured, data-driven decision-making culture.5. Governance & Organizational Risk ManagementIdentify and mitigate organizational risks related to people management, compliance, and operational systems.Support development of approval matrices and internal authority structures.Strengthen cross-department coordination to prevent inefficiencies.Promote ethical standards and governance discipline across the organization.Authority ScopeExecutive-level participation in strategic and policy decisions.Direct oversight of HR & GA Operations and Sustainability & Community functions.Cross-functional coordination authority for process optimization initiatives.Strategic input into people-related and ESG-related budgeting (budget approval remains with CEO/Finance).

Requirements8+ years of HR/People Operations experience in Bali, with strong hands-on ownership across recruitment, payroll, BPJS, contracts, and employee lifecycle.Solid understanding of Indonesian labor law and compliance practices.Proven ability to build and manage HR systems, policies, and documentation with strong attention to detail.Experience in shaping corporate culture and driving employee engagement in a growing organization.Capability to engage with external stakeholders (e.g. local communities, authorities, partners).Exposure to ESG / sustainability initiatives is a plus.Strong execution skills with a structured, problem-solving mindset; able to operate in a fast-moving environment.High integrity, discretion, and reliability.Willingness to take on responsibilities beyond defined scope to support the organization and team when needed.Fluent in English and Indonesian.
