Job Summary
B&A is looking for a Project Manager Technical Lead to join a contract with a federal government client in support of an important mission. The Project Manager Technical Lead serves as the overall manager of the contract and the single point of contact for the Government for the resolution of all contract‑related issues. This role provides both technical leadership and project management oversight, ensuring high‑quality service delivery in accordance with contract requirements, the AO ITPM framework, and Judiciary Agile Guidelines.
Responsibilities
- Serve as the overall contract manager and primary point of contact for Government stakeholders, including resolution of contract‑related issues.
- Lead and oversee contractor team activities to ensure timely, high‑quality delivery of all contract tasks and deliverables.
- Provide technical leadership for system analysis, design, prototyping, enhancements, and production support.
- Ensure system security by addressing vulnerabilities, preventing new risks, and protecting Defender Program data.
- Maintain system baselines, version control, and consistent deployments across development, production, and failover environments.
- Monitor and evaluate system technologies for upgrades and continuous improvement.
- Manage, mentor, and coach team members to support successful task execution.
- Identify, manage, and communicate risks and issues, escalating to the COR as needed.
- Ensure all work aligns with the AO ITPM framework and Judiciary Agile Guidelines.
- Facilitate Agile ceremonies, including daily stand‑ups, sprint planning, reviews/demos, and retrospectives.
- Collaborate with the Product Owner to define, prioritize, and manage the product backlog.
- Support system reporting, ad hoc data requests, and troubleshooting of enhancements and production issues.
Education and Experience
- Bachelor's degree in Computer Science, Information Science, or a related field.
- Bachelor's degree in any field plus a relevant professional certification, such as PMP, PMI‑ACP, or CSM.
Required Skills
- Strong project management and technical leadership skills supporting complex IT systems.
- Experience managing Agile software development efforts and facilitating Agile ceremonies.
- In‑depth understanding of system architecture, application development, and deployment processes.
- Expertise in version control, configuration management, and multi‑environment deployments.
- Proficiency in identifying, mitigating, and communicating program risks and issues.
- Working knowledge of application security principles, vulnerability remediation, and secure development practices.
- Experience with modern application technologies (e.g., Java/Jakarta frameworks, web servers, databases).
- Ability to mentor and manage technical teams in a contract‑driven environment.
- Strong written and verbal communication skills for Government and stakeholder engagement.
- Ability to support system reporting, data requests, and production troubleshooting.
Security Clearance
- US Citizen, eligible to obtain a clearance.
