As a Senior Executive, HR Governance, People & Culture, you will be focus on talent acquisition to manage and deliver the full recruitment lifecycle across the organization. This role is suited for someone who thrives in a hands-on TA environment, partners closely with business leaders, and uses market intelligence to drive effective hiring outcomes. You will play a key role in building sustainable talent pipelines, strengthening employer branding, and ensuring a seamless candidate-to-employee experience while maintaining strong governance and compliance.
Key Tasks You Will Be Involved In
End-to-End Talent Acquisition (In-House)Manage the full recruitment lifecycle from approved hiring requisition through to onboarding, ensuring timely, high-quality hires and a positive candidate experience.Partner closely with hiring managers to understand role requirements, business priorities, and hiring timelines, providing practical recruitment support and recommendations.Advise stakeholders on current market conditions, role availability, salary benchmarks, and hiring solutions to support informed decision-making.Develop and execute effective sourcing approaches using a range of channels including job portals, LinkedIn, internal job marketplace, employee referrals, networking, and direct sourcing.Screen resumes, assess candidate suitability, and coordinate and conduct interviews with hiring teams.Prepare compensation proposals, support offer discussions, and manage the issuance of offer letters.Continuously identify opportunities to improve recruitment processes, tools, and the overall candidate experience.
Talent Pipeline & Employer BrandingBuild and maintain talent pipelines for critical and recurring roles to support both immediate and future hiring needs.Represent the organisation at career fairs, recruitment events, and industry engagements to strengthen employer branding.Support employer branding initiatives and improve talent attraction outcomes through proactive candidate engagement, market presence, and positive candidate experience.
Onboarding & Talent Retention SupportSupport the delivery of structured onboarding programmes to ensure new hires are well integrated into the organisation.Work with HR colleagues to support retention initiatives by sharing recruitment insights, hiring feedback, and attrition trends.
Talent Acquisition ComplianceEnsure recruitment activities are conducted in accordance with internal policies, approval workflows, and regulatory requirements.Maintain consistent, fair, and well-documented hiring practices across all departments.Ensure compliance with MOM regulations, Fair Consideration Framework, and PDPA requirements throughout the recruitment process.Manage and monitor work pass requirements for foreign hires, including eligibility checks, application timelines, and renewals.Guide hiring managers and recruitment partners on compliant and effective hiring practicesMaintain accurate recruitment records and documentation to support audits and internal reviews.

This role might be for you if you have:
Training in Human Resource, Business Management or a related discipline.Professional HR certification (e.g., IHRP-CP, SHRM-CP, PHR) will be an advantage.At least 3 years of in-house talent acquisition experience, with strong exposure to end-to-end recruitment.Solid knowledge of Singapore employment legislation and MOM work pass requirements.Proficiency in recruitment tools and systems (e.g., ATS, job portals, HRMS such as BIPO).Proven ability to manage multiple requisitions concurrently in a fast-paced, stakeholder-driven environment.Strong stakeholder management, communication (both verbal and written), and influencing skills.Self-motivated, organised with good time management, detail-oriented, and capable of working independently while collaborating within a team.
