Overview
The TESA Senior Principal Program Engagement Lead is a technical–operational leadership role responsible for the strategy, execution, and sustainment of Test Environment Support and Administration (TESA) capabilities across programs. This role serves as the primary technical and operational interface between Program Management Office (PMO), Chief Engineering (CE), Cybersecurity, IT/Digital organizations, Operations, and external vendors to ensure test environments are secure, compliant, scalable, and aligned with program schedules and cost objectives. This position bridges gaps between program intent and technical execution, translating PMO priorities and engineering needs into actionable infrastructure, cybersecurity, and operational solutions.
The role functions as a single point of accountability and escalation for TESA-related planning, execution, and risk management. This position is 100% onsite in Tucson, AZ.
What You Will Do
Technical & Operational Leadership
- Own the end-to-end technical operations strategy for TESA, including test networks, lab infrastructure, tooling, data flows, access controls, and sustainment.
- Provide hands-on technical and operational guidance to resolve complex issues related to test environments, system integration, cybersecurity compliance, and infrastructure constraints.
- Serve as the technical authority and advisor for TESA-related decisions impacting program cost, schedule, performance, and security.
PMO & Chief Engineering Interface
- Act as the primary liaison between PMO and Chief Engineering, translating program objectives, schedules, and risks into executable TESA solutions.
- Support PMO with technical assessments, risk trades, cost/schedule impacts, and mitigation strategies related to test environment readiness.
- Advise Chief Engineering on test environment architecture, scalability, and long-term roadmap alignment.
Cybersecurity & Compliance Integration
- Bridge the technical knowledge gap between Cybersecurity and PMO, ensuring security requirements are fully understood, planned, and implemented without unnecessary schedule impact.
- Coordinate with Cybersecurity, Security, and Program Security to ensure test environments meet RMF, NIST, and government security requirements.
- Serve as (or support) Information System Owner (ISO) responsibilities for classified and unclassified test networks, as applicable.
Ecosystem & Vendor Management
- Act as a single point of contact (POC) for internal stakeholders and external vendors/suppliers supporting TESA infrastructure, tools, and services.
- Lead integration and coordination efforts across IT/Digital, Operations, Engineering, Cybersecurity, and suppliers to deliver cohesive test ecosystems.
- Support contract execution, change requests, and technical interchange meetings related to test environments.
Program Execution & EVMS
- Plan, execute, and manage TESA scope using Earned Value Management (EVMS) principles, including IMS, EACs, LREs, and budget tracking.
- Identify resource constraints, prioritize execution activities, and proactively manage risks and dependencies.
- Provide status, metrics, and recommendations to program and functional leadership.
Road mapping & Continuous Improvement
- Develop and maintain short- and long-term TESA roadmaps aligned with program milestones and future program needs.
- Drive process improvements, standardization, and reuse across test environments to improve efficiency, security posture, and schedule performance.
- Mentor and guide technical staff and IPT leads supporting TESA execution.
Qualifications You Must Have
- Bachelor’s degree in Engineering, Computer Science, Information Systems, or related STEM field
- Minimum ten (10) years of relevant experience in technical operations, engineering support, test environments, infrastructure, and/or program execution
- Experience leading cross-functional, highly-matrixed teams
- Experience with engineering development lifecycles and test environment needs
- Requires full secret US government clearance on day one. Interim secret clearance is not allowed in certain program areas.
Qualifications We Prefer
- Experience supporting classified test environments or lab ecosystems with Special Access Programs
- Experience with cybersecurity frameworks (RMF, NIST, JSIG, ICDs)
- Experience serving as or supporting an Information System Owner (ISO)
- Systems engineering experience with the ability to evaluate complex trade spaces
- Experience translating between technical and non-technical stakeholders including external vendors and government customers
- Experience with EVMS, program execution, and budget/schedule management
