Responsibilities
- Lead end to end tendering process focusing on technical submissions.
- Review of tender specifications, highlight on critical items, working with vendors and ensure compliance and drive business growth through strategic submissions.
- Prepare comprehensive, high-quality proposals by collaborating with BD, QS, legal, finance, and engineering teams.
- Prepare technical submissions including Project schedule, technical proposal, compliance, value engineering, manpower plan, project execution plan, etc.
- Maintain a "lessons learned" database for all tender bids to refine future bidding strategies.
- Prepare tender presentation slides and present to client during tender clarification.
- Prepare handover document to Project team upon project award.
Other Responsibilities
- To support project team when required on tender technical information.
- To support tender activities when required including all related documentation works e.g. prequalification document, tender result follow up/ review/ etc.
- Attending tender site walk and briefing to understand first hand information of tender bid requirements.
- To report to or work with Senior Contract / Contract Manager and carry out any other works when required.
Key Requirements
- Education: Typically a Bachelor’s degree in Engineering, Quantity Surveying, Business Administration, or related fields.
- Experience: 5-10+ years in proposal management, with specific experience in construction, Data Center, or E&I tenders.
- Skills: Strong analytical, communication, leadership, and Microsoft Office skills (specifically Excel & Powerpoint) are essential.
- Knowledge: Familiarity with Singapore construction regulations, contract law, and procurement processes.
