ROLE PURPOSE / JOB SUMMARY
The Bilingual Technical PMO is a senior project and programme management professional responsible for planning, governing, and delivering eGRC platform implementation and cybersecurity GRC project workstreams. This role is critical to ensuring that complex, multi-stakeholder GRC implementation projects are delivered in accordance with agreed scope, schedule, quality standards, and budget, with governance and communication conducted fluently in both English and Arabic. The Technical PMO provides the project control backbone for eGRC deployments, acting as the central coordination point between client stakeholders, technical teams, vendors, and executive sponsors.
KEY RESPONSIBILITIES
- Develop and maintain comprehensive project plans for eGRC implementation projects, covering all phases from initiation and requirement gathering through configuration, testing, user acceptance, and go-live.
- Establish and operate project governance structures including steering committees, project boards, working groups, and technical review sessions, facilitating all meetings professionally in English and Arabic as required.
- Produce and distribute all project governance documentation including project charters, scope documents, status reports, RAID logs (Risks, Assumptions, Issues, Dependencies), decision logs, and change requests.
- Manage integrated project schedules, tracking milestone progress, identifying schedule risks, and proactively raising delays through appropriate governance channels.
- Facilitate and lead project meetings in both English and Arabic, ensuring accurate and complete meeting minutes are produced and distributed to all stakeholders.
- Prepare bilingual project communication materials, progress reports, and presentation decks for executive sponsors and steering committees in English and Arabic.
- Manage the project risk and issue register, facilitating risk assessment workshops, maintaining risk treatment records, and tracking issue resolution through to closure.
- Coordinate vendor and third-party activities, managing vendor delivery commitments, reviewing vendor progress against contract milestones, and escalating performance concerns.
- Oversee stakeholder engagement planning and execution, maintaining a stakeholder register and ensuring all project stakeholders receive timely, accurate, and appropriately formatted communications.
- Manage scope change control processes, assessing change requests for schedule, resource, and budget impacts, and coordinating approval through the project governance board.
- Support UAT planning and execution coordination, tracking test progress, defect resolution, and UAT sign-off against defined acceptance criteria.
- Maintain the project document repository, ensuring all project artefacts are version-controlled, properly named, and accessible to authorised project stakeholders.
- Coordinate resource planning and allocation across project workstreams, flagging resource constraints or conflicts to project sponsors.
- Prepare and present formal project closure reports, lessons learned documents, and post-implementation reviews.
- Translate or coordinate the translation of key project documents between English and Arabic to ensure all stakeholders have full access to project information in their preferred language.
- REQUIRED EXPERIENCE
- 6–10 years of project management experience, with a minimum of 3 years managing IT, cybersecurity, or eGRC implementation projects.
- Demonstrated experience managing complex, multi-stakeholder technology implementation projects from initiation to closure.
- Proven ability to manage bilingual project environments, facilitating meetings and producing deliverables in both English and Arabic to a professional standard.
- Experience coordinating with eGRC platform vendors and managing vendor delivery obligations.
- Track record of managing project risk and issue registers, RAID logs, and change control processes.
- Experience working in regulated industries such as financial services, banking, government, or critical infrastructure.
- Prior experience with eGRC platforms (e.g. RSA Archer, ServiceNow GRC, MetricStream, or comparable) as a PMO or implementation coordinator is strongly preferred.
- REQUIRED SKILLS AND COMPETENCIES
- Professional fluency in English and Arabic – spoken and written – to a standard sufficient for executive stakeholder communication and formal project documentation.
- Strong project governance and structured delivery skills across all phases of a project lifecycle.
- Excellent facilitation skills with the ability to manage multi-stakeholder meetings, drive decisions, and maintain productive working relationships under delivery pressure.
- Proficiency in project management tools such as Microsoft Project, Jira, Azure DevOps, or equivalent.
- Strong organisational skills with meticulous attention to documentation quality, version control, and task tracking.
- Clear, concise written communication with the ability to produce professional-quality reports and presentations in both languages.
- Problem-solving orientation with the ability to proactively identify and address project delivery risks before they become critical issues.
- Understanding of cybersecurity and GRC domain concepts sufficient to engage credibly with technical team members and translate technical discussions for non-technical stakeholders.
- REQUIRED QUALIFICATIONS AND CERTIFICATIONS
- Bachelor's degree in Information Technology, Project Management, Business Administration, Computer Science, or a related discipline.
- PMP (Project Management Professional) – strongly required.
- PRINCE2 Practitioner – preferred as an alternative or supplementary qualification.
- Agile/Scrum certification (PMI-ACP, PSM, or CSM) – preferred for hybrid delivery environments.
- ITIL Foundation – an advantage for IT service and change management context.
- CISM or ISO 27001 Foundation – an advantage for cybersecurity project context.
- Formal Arabic language qualification or Arabic-medium higher education is an advantage.
- TECHNICAL KNOWLEDGE AREAS
- eGRC platform implementation methodology and project lifecycle (vendor onboarding, requirements, configuration, integration, testing, go-live, and hypercare).
- Project governance frameworks: PMBOK, PRINCE2, and hybrid Agile-Waterfall approaches.
- RAID log management, integrated change control, and project schedule management.
- Stakeholder communication planning and executive reporting.
- MS Project, Microsoft 365 (SharePoint, Teams, Planner), Jira, or equivalent project tooling.
