Job Overview
Director, Saudi Arabia and Gulf Region, Global Government Relations (GGR) – responsible for leading government relations, political activities, and advocacy in Saudi Arabia and the Gulf region, supporting RTX’s three businesses.
Location
Riyadh, Kingdom of Saudi Arabia (long‑term assignment; MOU with potential extensions)

What You Will Do
- Partner with business units and Corporate Strategy on implementation of an enterprise strategy for Saudi Arabia.
- Maintain awareness of program execution with in‑country customers, facilitate cross‑RTX awareness and engage with business units and corporate functions to resolve issues.
- Drive enterprise engagement with and participation in industry and government committees, councils, and studies.
- Lead the country council composed of company business units and corporate functions to build a One RTX narrative with government stakeholders and partners.
- Oversee RTX efforts to achieve legal and regulatory objectives for commercial aviation, air traffic control, coproduction, human resources, investment, trade, environmental and other issues in regional countries.
- Represent the company in high‑level forums, strategic dialogues, and policy engagements in Saudi Arabia and across the Gulf Cooperation Council, as needed.
- Lead organizational capability and RTX brand in‑country, coordinating an enterprise approach across all in‑country pursuits to drive maximized enterprise growth.
- Collect, analyze, disseminate, and implement customer and partner insights and competitive intelligence with business units and corporate functions.
- Provide insight to senior leaders and other important stakeholders within the company; act as trusted advisor and facilitator internally to achieve growth objectives.
- Act as independent feedback channel regarding program execution and other matters.
- Work with Corporate Communications to define and support public relations efforts in support of enterprise business objectives for KSA and the region.
- Provide a focal point for data gathering and information sharing across business units and corporate functions in KSA to assist each operation in leveraging the company’s combined know‑how and relationships.
Employment Requirements
- Typically requires a Bachelor’s degree and a minimum of 14+ years prior relevant experience, or an advanced degree and a minimum of 12+ years’ experience.
- Progressive experience in international business and leadership roles in the defense industry and/or the U.S. Government.
- Background as a former senior military officer, foreign service officer, or civil servant with direct experience in senior roles in Saudi Arabia and the Gulf Region.
- Experience working Middle Eastern policy and/or U.S. Government regulatory issues.
- Experience and/or strong familiarity with both the defense and commercial aerospace sectors.
- Direct knowledge of the Kingdom of Saudi Arabia customers.
- Demonstrated knowledge of U.S. policies regarding trade with KSA and surrounding countries.
- Demonstrated knowledge of geopolitical environment in the Middle East and cultural understanding of each country within the region.
- Ability to obtain and maintain a U.S. government issued Secret security clearance (U.S. citizenship required).
- Employment contingent upon meeting all medical requirements for overseas assignments, including comprehensive post‑offer medical examination.
Preferred Qualifications
- Bachelor’s or advanced degree in engineering, international business, international relations, or equivalent.
- Intermediate‑level or above reading and speaking ability in Arabic.
- Collaborative, team‑player working across government relations, business, and other corporate functions.
- Excellent interpersonal skills: self‑starter able to manage a fast‑paced environment with minimal guidance.
- Excellent writer and strategic thinker able to translate complex issues to company leadership and outside government stakeholders.
- Gravitas and credibility in multinational settings.
- Entrepreneurial mindset and a bias for action.
Clearance and Security
Active DoD Secret clearance required after day 1; U.S. citizenship is required.
Compensation and Benefits
Salary range: $204,800 – $389,200 USD. Eligible for benefits including medical, dental, vision, life insurance, short‑term and long‑term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Incentive compensation (short‑term and long‑term) may apply, dependent on level and collective‑bargaining agreement.
