Job Description
Responsibilities
Develop plans and manage daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels.Develop, implement and improve SOPs and departmental BCP.Ensure effective communication within BSTM team and with internal/external stakeholders to achieve their assigned KPIs.Ensure compliance with building and statutory requirements/regulations.Ensure safety and health procedures are in place according to WSH Act and other prevailing laws/regulations.Formulate and implement policies to improve operational efficiency and productivity.Liaise with government authorities and consultants on regulatory requirements.Manage capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned.Review contracts' specifications to ensure cost effectiveness and competitiveness.
OPEX / CAPEXPrepare budgets for OPEX/CAPEX works and manage the annual maintenance/expenditure within approved budget.Prepare and conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.Prepare approval papers for OPEX/CAPEX requests.
Building ServicesEvaluate the work quality of outsourced service providers and ensure that a high standard of maintenance, operational efficiency and cleanliness of the buildings are achieved at the agreed service levels.Management of Building Services and monitoring of outsourced service providers.Responsible for the management of outsourced service providers and monitor processes that support the core business of the organization.Responsible for the administration of all contractual obligations and timely renewal of maintenance contracts, including housekeeping, landscaping, pest control, scenting, waste management, façade upkeeping, building defects, upgrading, etc.
Preventive Maintenance and ImprovementPlan and organize preventive maintenance for all Building Services-related works.Identify defects or irregularities and follow up on rectification works thereafter.Plan, conduct and supervise inspections to buildings.Develop and implements Building Services emergency plans.Identify, plan, recommend and implement building improvement strategies, propose rectification & preventive works/programmes for the building and champion ad-hoc projects whenever required.
Tenant ManagementAttend to tenants’ services requirements.Coordinate tenancy-related works, e.g. fit-out, additions & alterations, reinstatement, moving in/out, etc.Develop, improve and maintain the Fit-Out Guide.Maintain good landlord-tenant relationship.Ensure effective and efficient coordination with other departments for all sub-division or tenancy improvement works for retail and office units.Ensure proper handing over and taking over of premises to/from tenants with proper documentations and as-built drawings.Ensure building records are maintained and updated.Improve, maintain and implement the tenant survey process.
Requirements
Recognised degree holder in Building Management, Facilities Management or its equivalent.At least 5 years in managerial capacity, hands-on experience in estate/property management, in managing large commercial/retail buildings.Able to read and understand technical/structural drawings, e.g. as-built drawing will be an advantage.Good knowledge of statutory requirements/codes of practice/regulations on building services, facility operations, maintenance and safety.
