Job Description Posted Tuesday, April 21, 2026 at 10:00 AM | Expires Friday, January 1, 2027 at 10:59 AM The British Columbia Society for the Prevention of Cruelty to Animals (BC SPCA) is looking to fill the position of Payroll Consultant. This is a temporary full‑time role (6 months) reporting to the Chief People Officer, based in Vancouver and working hybrid (2 days in office). The core duties include payroll procedures analysis, compliance, and system improvement.
Work hours are flexible within core hours of 9:30 am–2:30 pm. Position Details Title: Payroll Consultant Status: Temporary; Full-Time (6 Months) Shift: Monday to Friday – 8:30 am to 4:30 pm Classification: Exempt Responsibilities Payroll Procedures Analysis & Documentation (80%): Observe end‑to‑end payroll processing for all employee groups over several pay periods. Draft a Payroll Procedures manual template.
Capture current procedures and confirm accuracy with the Payroll Team. Recommend improvements to system setup, reporting, workflows, roles, payroll changes, and key controls. Perform a risk assessment to feed into the departmental and organizational risk register.
Suggest training to improve payroll compliance across the organization. Analyze integration between Dayforce and Vena to ensure seamless data transfer; provide ideas, recommendations, and coaching as required. Assist in evaluating enhanced Dayforce capabilities and potential additional modules to improve user experience.
Perform other duties as assigned. Qualifications Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) designation, plus 8–10 years of payroll processing or consulting experience in a complex, unionized environment, using Dayforce; or an equivalent combination of education and experience. Expert in payroll legislation and regulatory requirements under CRA and Employment Standards in British Columbia.
Ability to read and interpret payroll obligations under collective agreements. Experience setting up or reconfiguring an HRIS/payroll system, ideally Dayforce. Strong communication and relationship skills; ability to work with internal and external parties at all levels and from diverse backgrounds in a respectful, non‑judgmental manner.
Exceptional attention to detail and problem‑solving abilities. Strategic thinker focused on process and continuous improvement. Ability to organize work, meet priorities, and work within a demanding schedule with minimal supervision.
Proficient use of technology. Working knowledge of equity, diversity, inclusion, and reconciliation concepts. Philosophical alignment with the BC SPCA vision, mission, values and strategic directions.
