Job Description
The Registrar is the Chief Administrative Officer of Woxsen University and serves as the custodian of the University's statutory, academic, administrative, and governance processes. Reporting directly to the Vice Chancellor, the Registrar ensures institutional compliance with UGC and other regulatory requirements while driving operational excellence, digital transformation, governance, and service delivery across the University.
The role requires an experienced higher education leader capable of balancing regulatory rigor with innovation, enabling Woxsen's ambition to become one of the world's leading universities.
Key Responsibilities
University Governance
- Serve as the Secretary to the Board of Management, Academic Council, Finance Committee, and other statutory bodies as prescribed.
- Coordinate meetings, prepare agendas, maintain statutory records, and ensure implementation of decisions.
- Custodian of all University records, statutes, ordinances, regulations, and official seal.
- Ensure sound governance practices and institutional accountability.
Regulatory Compliance
- Ensure compliance with UGC, AICTE, BCI, COA, PCI, NCTE, AIU, NAAC, NBA, AACSB, EFMD and other applicable regulatory requirements.
- Lead statutory reporting, inspections, audits, accreditation documentation, and regulatory submissions.
- Monitor policy changes and implement institutional compliance frameworks.
Academic Administration
- Oversee academic calendars, admissions governance, student registration, degree awards, convocation, and maintenance of academic records.
- Ensure timely issuance of transcripts, certificates, migration certificates, and other academic documents.
- Coordinate with the Controller of Examinations and academic schools to ensure seamless academic operations.
Institutional Administration
- Lead central administrative functions including establishment matters, statutory appointments, records management, and administrative policies.
- Develop efficient systems, workflows, and service standards across administrative departments.
- Drive digitization and automation of university administrative processes.
Policy & Governance Development
- Draft and periodically review University Statutes, Ordinances, Regulations, Policies, and Administrative Manuals.
- Provide procedural guidance to University leadership on governance matters.
- Ensure institutional policies remain aligned with national regulations and international best practices.
Stakeholder Management
- Liaise with government agencies, regulatory bodies, accreditation agencies, partner institutions, and external authorities.
- Coordinate institutional communications relating to statutory matters.
- Support strategic initiatives led by the Vice Chancellor and senior leadership.
Risk, Audit & Compliance
- Establish institutional compliance monitoring systems.
- Ensure proper maintenance of legal, statutory, and governance records.
- Support internal and external audits and implement corrective actions.
Leadership
- Lead and mentor administrative teams across the Registrar's Office.
- Foster a culture of accountability, responsiveness, professionalism, and continuous improvement.
- Champion service excellence across the University.
