OTUS is recruiting a Senior Financial Analyst for our client, Pharmacy Examining Board of Canada.
About PEBC
The Pharmacy Examining Board of Canada (PEBC) is the national organization that certifies pharmacists and pharmacy technicians to practice in Canada.
We design and deliver exams and assessment processes that ensure qualified professionals enter the profession, helping protect public safety and maintain a consistent standard of care across the country.
As the role of pharmacists continues to expand within the healthcare system, PEBC’s work is becoming more important. We play a direct role in supporting the healthcare system and ensuring Canadians receive safe, high-quality care.
PEBC is a close-knit organization of approximately 55 people, operating out of a downtown Toronto office. We work in a hybrid environment (2–3 days in-office), with a collaborative and approachable culture.
The Opportunity
We are hiring a Senior Financial Analyst to help build and strengthen our accounting function.
This is not a maintenance role. The finance team is in a period of transformation — modernizing systems, improving processes, and strengthening controls as the organization continues to grow.
You will step into a small, highly collaborative finance team and take ownership of the full accounting cycle. You will work closely with the Head of Finance (also a new role) and play a key part in stabilizing core processes while helping shape how the function evolves.
This is a good fit for someone who wants hands-on ownership, enjoys improving processes, and is comfortable working in a changing environment where not everything is fully built yet.
What You’ll Do
Core Accounting and Close
- Lead the month-end close process, ensuring financials are complete, accurate, and delivered on time
- Prepare and review journal entries, accruals, and reconciliations
- Step in to complete or troubleshoot items that require more technical accounting experience
- Ensure continuity of core processes (AP, payroll, banking, reporting)
- Record investment accounting entries based on external investment manager reports — a unique exposure not typically available in similar roles.
Oversight and Team Support
- Review and guide the work of the Accounting Assistant
- Provide hands-on support and mentoring, particularly in financial accounting and payroll
- Help establish consistent working practices and expectations across the team
Payroll and Financial Operations
- Oversee payroll processing and review outputs for accuracy
- Support complex payroll scenarios (new hires, terminations, adjustments)
- Ensure key operational processes are reliable and well understood
Financial Reporting and Analysis
- Prepare monthly financial reporting and variance analysis
- Draft financial analysis and reporting materials for the Head of Finance to present to the Board
- Identify trends, risks, or unusual items and follow up as needed
Budgeting and Planning
- Prepare the annual budget based on prior year actuals and current assumptions
- Work with the Head of Finance to refine assumptions and update forecasts
- Prepare budget analysis and supporting notes for internal and Board reporting
Process Improvement
- Identify opportunities to improve efficiency, controls, and documentation
- Contribute to modernization efforts, including system improvements and automation
- Help build out more robust and scalable accounting processes
What Success Looks Like (First 6–12 Months)
- Month-end financials are delivered consistently, accurately, and with minimal disruption
- Core processes (payroll, AP, close) are stabilized and clearly understood
- You’ve developed working rhythm with the Accounting Assistant and Head of Finance
- You’ve started identifying and implementing practical improvements to processes
- You’re actively contributing to the broader modernization of the finance function

Who You Are
- Strong foundation in financial accounting (debits/credits, close, reconciliations)
- Experience with month-end close in a hands-on role
- Comfortable using QuickBooks Online (or similar systems)
- Clear communicator — able to explain numbers, not just produce them
- Collaborative, but able to work independently when needed
- Open to change and interested in improving how things are done
Skills and Experience
· University degree in Accounting, Finance or a related field.
· CPA designation (completed or in progress) strongly preferred.
· Approximately 3–5 years of financial accounting and reporting experience, including hands-on involvement in month-end close.
· Strong technical accounting knowledge, including journal entries, budgeting, reconciliations and financial statement preparation.
· Practical experience with payroll processing and review, including adjustments, reconciliations and compliance considerations.
· Advanced proficiency in Excel and experience working with accounting systems (e.g., QuickBooks Online or similar platforms).

· Comfortable working in a hands-on role, balancing preparation, review and oversight responsibilities.
· Able to work independently while maintaining alignment with the Head of Finance.

Compensation and Benefits
- Salary: $85,000 – $100,000
- Performance bonus (target: 5%)
- 7.5% RRSP contribution (fully employer-paid, no employee match required)
