Chief Executive Officer - Greenfield Infrastructure Buildering & Multi-Site Scaling

Our client is a privately held, growth-stage climate infrastructure company transitioning from pilot assets to full-scale, capital-intensive infrastructure deployment. Having progressed beyond technology validation and early demonstration assets, the company is entering its next phase of infrastructure construction and commercial deployment, including: Large-scale plant development (~USD 100M–250M+) Multi-country deployment across APAC Institutional capital raising (Series B + project-level financing) First-of-a-kind infrastructure execution under real-world, resource-constrained conditions

Working alongside governments, sovereign and government-linked entities, development finance institutions, institutional investors, and multinational industrial partners, the organisation develops, constructs, commissions, and replicates infrastructure assets across Asia-Pacific and beyond. The company operates in an early-stage environment where systems, capital, and execution pathways are still being built. This is not an optimisation, advisory, or software-led platform.

This is physical infrastructure built from the ground up - requiring direct, personal accountability for both capital formation and asset delivery.

ABOUT THE ROLEThis role requires ONE person who has done BOTH:A) Personally raised, led, and closed capital formation and project-level financing (equity + debt)B) Personally led construction and commissioning of a Greenfield infrastructure asset

This is a Founder-Operator CEO mandate for a climate infrastructure platform building and scaling Greenfield infrastructure assets in a young, early-stage environment.The successful candidate must have:Personally delivered Greenfield infrastructure projects from development through construction and commissioning Scaled those assets beyond the first deployment Personally raised, led, and closed capital formation and project-level financing for those same assets ~ On the same projects or within same organisation/operating environment - NOT across separate roles or teams.This is NOT a portfolio, advisory, or strategy-only CEO position.

CEO MANDATE & ACCOUNTABILITYThe CEO will be accountable for three core areas:

• Capital Formation & Fundraising (Primary Focus ~60–70%)Personally originate, lead, negotiate, and CLOSE capital (equity + debt) Structure project-level capital stacks Raise capital from sovereign wealth funds, DFIs, and institutional investors Lead commercial and financing negotiations
• Infrastructure Delivery (Critical ~30–40%)Lead Greenfield infrastructure projects from development → construction → commissioning Operate directly on-site (“boots on the ground”) - not through delegation Resolve real build-phase issues (technical, supply chain, contractor performance) Take full accountability for delivery outcomes
• Platform ScalingScale from pilot to commercial deployment Replicate infrastructure assets across multiple locations Build systems for repeatable execution

The CEO is accountable for both capital deployment and infrastructure delivery across multiple jurisdictions.

MUST-HAVE REQUIREMENTS1. Greenfield Infrastructure Delivery (Hands-On)Personally led at least one Greenfield infrastructure project Full lifecycle: development → construction → commissioning → operations start-up Project size: typically USD 10M–100M+ Direct, on-site involvement with EPC contractors, engineering teams, and execution ~ NOT board-level. NOT oversight. NOT advisory.

• Capital Formation & Fundraising OwnershipPersonally originated, led, negotiated, and CLOSED capital Proven track record of raising and securing institutional capital Experience in: Corporate fundraising (Series A/B, growth capital), and/or Project-level financing Direct responsibility for raising capital from: Sovereign wealth funds DFIs Infrastructure / institutional investors ~ Must have personally secured committed capital - NOT supported or participated.
• Integrated Capital & Execution Experience Experience in both fundraising and infrastructure delivery - Must have Held direct responsibility across both capital raising and infrastructure execution within same organisation/operating environment or platform – NOT in separate roles or companies.
• Early-Stage Infrastructure EnvironmentExperience operating where:Systems were not fully established Capital was not guaranteed Execution required building under uncertainty Not suitable:Mature utilities IPP platforms Fully institutionalised environments
• Strategic & Commercial Leadership (REQUIRED)Strong understanding of project economics, capital structuring, and infrastructure financial models Ability to engage and influence sovereign wealth funds, DFIs, and institutional investors Experience navigating government, regulatory, and multi-stakeholder environments Demonstrated ability to align commercial strategy with infrastructure execution realities

NICE-TO-HAVEPrior CEO / MD / Regional or Country leadership experience Background in energy infrastructure, utilities, or climate sectors Exposure to carbon markets, hydrogen, or energy transition projects Experience in investment, M&A, or strategy, only where combined with direct infrastructure execution and capital raising
