Basic Function The Lead Assistant Manager – India HR Statutory Compliance will be responsible for executing day-to-day India HR statutory compliance operations under the supervision of the HR Statutory Compliance leadership. The role will support statutory compliance activities across applicable Indian entities and locations, including social security operations, payroll-linked statutory compliance, statutory filings and records, employee benefit case execution, vendor and contract labour compliance support, audit documentation, government notice and inspection coordination, Labour Code transition support, regulatory tracking, and digital compliance initiatives. The role will also manage employee-level statutory benefit queries for active and inactive employees, ensure timely case execution on EPF/ESIC and related platforms, maintain accurate documentation, coordinate with stakeholders, and escalate complex, VIP, grievance, or authority-sensitive matters to the Functional Head / Senior Manager for review and resolution.
Key Responsibilities 1. Statutory Compliance Operations Support Support operational compliance activities under applicable central and state labour laws, including EPF, EPS, EDLI, ESIC, Gratuity, LWF, Professional Tax, Shops and Establishments, Minimum Wages, Bonus, Maternity Benefit, Employment Exchange, and other location-specific labour requirements. Ensure monthly, quarterly, half-yearly, and annual statutory activities, filings, registers, challans, returns, acknowledgements, and supporting records are completed within prescribed timelines.
Track assigned compliance calendar items, pending cases, ageing, evidence closure, and escalation points for periodic leadership review. 2. Labour Code Readiness and Transition Support Support implementation readiness for the four Labour Codes, including the Code on Wages, Code on Social Security, Industrial Relations Code, and Occupational Safety, Health and Working Conditions Code. Assist in mapping legacy statutory obligations to Labour Code requirements, including wage definition, appointment letter governance, social security coverage, working conditions, registers, returns, records, and digital compliance requirements. 3.
Employee Benefits Query Management and Statutory Case Execution Execute employee-level statutory benefits queries raised through online service desk platforms, Alumni Portal, emails, and other approved channels for active as well as inactive employees. Perform first-level query triage, classification, routing, follow-up, and closure tracking, and escalate complex cases, VIP queries, grievances, and authority-sensitive matters for review and resolution. Execute EPF transfer, withdrawal, pension, EDLI settlement, ESIC enrolment, UAN activation, e-Nomination, Aadhaar seeding, DBT enablement, and related statutory benefit transactions on applicable digital platforms.
Administer death claim cases, including nominee verification, legal heir validation, documentation follow-up, settlement coordination, and escalation to the Functional Head / Senior Manager wherever authority liaison or legal review is required. Execute complex statutory benefit cases such as blocked UANs, duplicate UANs, legacy records, overlapping employment, pension eligibility issues, and portal exceptions, while flagging matters to the Functional Head / Senior Manager for authority liaison wherever required. Coordinate with Payroll, HRSS, and Finance for employee benefit matters, payroll-linked statutory corrections, contribution validation, employee master data issues, and supporting documentation.
Support employee outreach activities relating to UAN activation, e-Nomination, Aadhaar seeding, DBT enablement, and other statutory benefit enablement drives. 4. Contract Labour and Vendor Compliance Support Support contract labour and manpower vendor compliance activities, including deployment validation, monthly vendor audits, statutory document review, and compliance evidence tracking. Coordinate issuance of Form V, contractor licence validation, principal employer records, and vendor compliance dashboards in line with applicable CLRA and Labour Code transition requirements.
Follow up with compliance partners and business stakeholders for timely closure of gaps, escalations, remediation actions, and audit observations. 5. Statutory Notices, Inspections and Authority Support Prepare, maintain, and track statutory notices, inspection notices, conciliation matters, EPFO/ESIC/Labour Department communications, and authority submissions. Coordinate data, records, replies, representations, and acknowledgements with internal teams and compliance partners for timely submission to statutory authorities, wherever assigned.
Support attendance and representation before labour, EPFO, ESIC, and other statutory authorities along with the Functional Head, Senior Manager, or authorized representative, wherever required. 6. Audit Documentation and Statutory Case File Maintenance Maintain audit-ready statutory case files, employee benefit records, registers, returns, challans, acknowledgements, inspection records, correspondence, and supporting evidence. Support internal audits, external audits, compliance partner reviews, management reviews, and employee benefit/statutory case documentation requirements as per defined guidance.
Track audit observations, corrective actions, responsibility owners, timelines, and closure evidence until final resolution. 7. Digital Compliance, Regulatory Intelligence and Process Improvement Monitor statutory notifications, minimum wage revisions, state-specific amendments, government circulars, portal changes, and compliance alerts relevant to Indian labour and employment laws. Support automation and digital enablement initiatives relating to compliance calendars, regulatory intelligence, case trackers, employee queries, documentation repositories, and management dashboards.
Identify recurring compliance issues, process gaps, portal dependencies, and stakeholder delays, and recommend practical improvements for stronger governance and SLA adherence. 8. Stakeholder Coordination, MIS and Operational Support Coordinate with Payroll, HRSS, HRMS/HR Technology, Finance, Employee Relations, Business HR, Compensation and Benefits, compliance partners, and relevant internal stakeholders for assigned statutory compliance and employee benefit deliverables. Support daily operations, statutory compliance deliverables, query handling, documentation quality, tracker hygiene, SLA adherence, and escalation protocols.
Prepare structured MIS, case trackers, compliance calendars, issue trackers, benefit query dashboards, audit updates, and escalation notes for leadership review. Primary Internal Interactions - Payroll, Finance, HR Shared Services, HRMS/HR Technology, Compensation and Benefits, Employee Relations, Business HR, Procurement, Administration, Corporate Audit, HR Compliance, and leadership stakeholders. Primary External Interactions - Compliance partners, payroll/statutory vendors, EPFO, ESIC, Labour Department, Professional Tax/LWF authorities, Shops and Establishment authorities, contract labour authorities, and other government/statutory authorities, as applicable.
Requirements Technical / Functional Skills Strong working knowledge of Indian labour and employment laws, including EPF, EPS, EDLI, ESIC, Gratuity, LWF, Professional Tax, Minimum Wages, Shops and Establishments, CLRA, Bonus, Maternity Benefit, and related state-specific requirements. Good understanding of the four Labour Codes and their impact on wage definition, social security, working conditions, digital records, registers, returns, contract labour, and employer compliance governance. Hands-on working knowledge of Payroll processes, EPF/ESIC tools, EPFO and ESIC portals, UAN management, employee query systems, service desk platforms, and statutory documentation repositories.
Advanced working knowledge of MS Excel, PowerPoint, Word, dashboards, trackers, data analysis, and MIS reporting. Process and Governance Skills Ability to execute India HR statutory compliance operations, high-volume employee statutory benefit queries, EPF/ESIC cases, payroll-linked statutory corrections, escalations, case documentation, audit responses, vendor compliance follow-ups, and authority-sensitive matters as per defined process and guidance. Strong analytical ability, attention to detail, compliance calendar discipline, SLA tracking, and risk-based issue escalation.
Ability to translate statutory requirements into practical process steps, checklists, trackers, dashboards, and stakeholder action items. Soft Skills Strong written and verbal communication skills with the ability to draft clear, professional, and audit-defensible communications. Stakeholder management, follow-up discipline, ownership mindset, urgency, logical problem-solving, and ability to work under time-bound statutory deadlines.
Ability to coordinate cross-functionally, maintain confidentiality, handle employee-sensitive statutory matters, and escalate complex matters appropriately. Education and Experience Requirements LLB – Bachelor of Laws / Bachelor of Legislative Law in India, with specialization, coursework, or strong exposure in Labour and Employment Laws, will be preferred or Graduate degree in any discipline; Postgraduate qualification, diploma, or certification in Labour Laws, HR, Industrial Relations, Personnel Management, or Compliance will be an added advantage. Relevant experience in India HR statutory compliance, social security operations, employee benefit case execution, EPF/ESIC/UAN case handling, payroll-linked statutory support, labour law compliance, or payroll/statutory operations.
Prior experience in multi-location compliance operations, authority coordination, audits, compliance partner management, and Labour Code transition projects will be an added advantage.
