Scrum Master

Duration: 16 Months (with potential extensions)

Engagement Type: Full-Time (40 hours/week)

Role Overview

The Scrum Master will be responsible for enabling predictable, high‑quality Agile delivery for a large‑scale health data modernization initiative. This role focuses on Agile execution, team facilitation, delivery transparency, and audit‑ready traceability using Azure DevOps (ADO) as the system of record. The Scrum Master serves as a servant leader to cross‑functional teams and ensures Agile practices are applied effectively while aligning with enterprise governance requirements.

Key Responsibilities

Agile Delivery & Execution

• Facilitate all Scrum ceremonies including sprint planning, daily stand‑ups, sprint reviews, and retrospectives
• Maintain healthy, prioritized sprint backlogs ensuring stories meet Definition of Ready (DoR) and Definition of Done (DoD)
• Enable consistent sprint cadence, velocity tracking, and predictable delivery outcomes
• Configure and manage ADO work item hierarchy (Epics, Features, User Stories, Tasks)
• Ensure end‑to‑end traceability from backlog items through pipelines and releases
• Maintain audit‑ready ADO artifacts including dashboards, backlog history, and acceptance evidence

Reporting & Metrics

• Produce and maintain sprint‑level dashboards (burndown, burn‑up, velocity, throughput, cumulative flow)
• Track and document impediments, risks, and resolution progress
• Provide Agile delivery inputs for executive and governance‑level reporting

Impediment & Dependency Management

• Identify, log, and actively remove team‑level impediments
• Coordinate with Project Managers, architects, DataOps, security, and governance teams to manage cross‑team dependencies
• Escalate blockers as needed to ensure uninterrupted delivery

Coaching & Continuous Improvement

• Coach team members on Agile and Scrum principles
• Conduct team maturity assessments and support continuous improvement initiatives
• Promote collaboration, accountability, and transparency across delivery teams

Required Qualifications

• 5+ years of experience as a Scrum Master in Agile delivery environments
• Strong hands‑on experience using Azure DevOps (ADO) for sprint and backlog management
• Demonstrated ability to operate in regulated or audit‑driven environments
• Scrum Master certification (CSM, PSM, or equivalent)
• Excellent facilitation, communication, and stakeholder coordination skills

Preferred Qualifications

• Experience supporting data, cloud, or health/healthcare technology initiatives
• Familiarity with Agile delivery in enterprise or government settings
• Experience working alongside PMO functions using MS Project or equivalent tools
