Requirements

• Extensive experience leading programme planning, roadmap development, and stakeholder engagement.
• Deep understanding of digital service delivery and awareness of commercial and IT market challenges in the local government context.
• Practitioner-level experience in business analysis disciplines, including business modelling, context and problem analysis, and business process improvement.
• Understanding of the cultural, organisational, functional, and process change required to support transformation.
• Understanding of the technical, business, and data architecture required to deliver local government services.
• Demonstrable ability to be self-driven and to create, prioritise, and deliver projects independently.
• Experience presenting articulate and credible narratives at all levels of an organisation, including resolving entrenched positions with senior stakeholders.
• Ability to quickly become a subject matter expert in assigned areas using a variety of research and analysis methods.
• Understanding of how reorganisation and devolution may affect digital service delivery and transformation across local government.

Responsibilities

• Work on a flexible hybrid basis across London, Manchester, or Bristol, with some travel to other offices.
• Produce structured, evidence-based analysis in uncertain environments, including clear findings, models, options, and recommendations.
• Work closely with partner organisations, ideally local authorities, by running workshops and investigating detailed lines of enquiry with individuals and teams.
• Engage with senior staff in politically sensitive environments.
• Lead programme planning, roadmap development, and stakeholder engagement activities.
• Analyse and support digital service delivery and transformation within the local government context.
• Resolve entrenched positions by presenting credible narratives to stakeholders at all levels.

Our client is seeking an experienced Senior Business Analyst for a 3-month hybrid assignment offering flexible working across London, Manchester, or Bristol, with some travel to other offices. This role sits in a fast-paced local government environment and involves working closely with partner organisations and senior stakeholders on complex transformation challenges. The rate is £6-650 per day.
