Job Description
The role of ACE is to a) support national policy decision making through evidence-based assessments and appraisals; b) produce national Guidance on appropriate, clinical and cost-effective patient care; and c) design and deliver interventions to ensure maximum value for the system and patients.
As an Analyst / Senior Analyst, you will be responsible for:
conducting evaluations by collating, analysing and synthesising qualitative and quantitative evidence;developing outputs informed by evidence-based decision-making;supporting the implementation and maintenance of the MOH Implant Subsidy List, including the legal documentation process to ensure compliance and clarity in all legal aspects relating to listed implants;serving as the Secretariat to the MOH Medical Technology Advisory Committee (MTAC) (the “Committee”), coordinating Committee meetings and expert working group meetings, including organising agendas, collating supporting documents for members, and writing minutes following meetings;providing timely responses to technical enquiries from divisions within MOH and external stakeholders including clinicians, committees, and members of the public;working with stakeholders, including clinicians and other healthcare and operations staff, companies, and internal stakeholders within MOH to communicate funding recommendations and provide clarifications as necessary.
CRITICAL ACCOUNTABILITIESTechnical evaluationConduct literature scans of medical technologies (e.g. implants) to inform decision-making using standardised methods to inform MTAC’s funding considerations, which will also include mapping of med tech, informing appropriate grouping and clinical criteria, and updating of grouping nomenclature on MOH Implant Subsidy ListAssess the completeness of the evidence base, identifying gaps and highlighting important issues for discussion based on published literature and company submissionsLiaise with clinical experts and other stakeholders to better understand local clinical management of specific conditionsPerform topic prioritisation checklist as needed to support evaluation pipeline planning for HTA evaluations on med techPartake in discussions on development of strategies to inform interaction with companies and industry groups based on information such as evidence submissions, pricing proposals, and cross-government initiatives (e.g. ESG, HSA) Draft abstracts for conferences and manuscripts for publication in select journals to increase visibility of ACE’s work
Implementation & evaluation of impactWork with other team within ACE, other MOH divisions, and other stakeholders to ensure successful implementation of guidance and subsidy decisions of medical technologies (e.g. implants)Assess implementation barriers and challenges in company submission and implementation of the MOH Implant Subsidy List to co-design creative solutions to facilitate implementabilityApply data analytics and available digitalisation tools to facilitate timely company submission and subsidy implementation of medical technologies (e.g. implants) across public healthcare institutionsPractice continuous improvement principles to review, refine and inform areas for improvement and development of future approaches, strategies and frameworksProactively manage stakeholder engagement to co-create implementation strategies relating to MOH Implant Subsidy List.Oversee the legal documentation process with external stakeholders to support listing considerations and outcomes on the MOH Implant Subsidy List, ensuring compliance and clarity in all legal aspectsAssist in the identification and management of project risks, and develop practical and rational proposals to address issues, ensuring proactive risk mitigation and resolutionPlanning & organisationParticipate in and assist with the coordination of key internal meetings such as scoping workshops, pricing negotiation meetings, committee meetings and meetings with senior management. This includes overseeing and ensuring the effective execution of all required duties of the MOH MTAC Secretariat function, ensuring compliance with established protocols and standards.Establish, implement, and oversee systems to facilitate proper knowledge transfer and easy retrieval of materials related to the Committee and the implementation of the MOH Implant Subsidy List, ensuring accessibility and organization of critical informationManage tracker databases on applications received, evaluations, outcomes and indicators of the team, including funding decisions, ensuring accurate and comprehensive documentation of key decisions from MOH MTAC and actions takenEnsure consistency across documents produced in terms of format, content and acceptable quality
Communication & engagementProvide well-written responses to comments and queries from internal and external stakeholders, including those related to legal terms and conditions in legal documentsFoster positive and facilitative relationships with key stakeholders, ensuring effective communication and collaborationBuild stakeholder relations including maintaining links with external academic, professional, industry and clinical institutions to ensure keep up with best practice.Promote ACE’s work internationally to augment the Agency’s visibility as a centre for technical excellence in HTAMaintain the MOH Implant Subsidy List on the MOH website and its dissemination to relevant stakeholders

JOB REQUIREMENTSBachelor’s degree in biomedical engineering, pharmacy, life sciences or related fieldsPost graduate qualifications in genomics, public health, epidemiology, statistics or equivalent level of knowledge acquired through research experience and further training/development is desirableUnderstanding of the principles of evidence-based healthcare, critical appraisal and the interpretation and synthesis of health care research evidenceWorking knowledge of all of the following areas and specialist knowledge in at least one of the following: > Genomics > Health economics > Medical statistics > Clinical trials > Public health > Health policy > Epidemiology > Systematic reviewsAbility to gather, analyse, critique, synthesise and interpret relevant information and prepare guidance documents, policy papers and briefing documentsExperience and familiarity with databases, such as PubMed/Medline, Embase and Cochrane, and grey literatureFamiliarity with conducting internet searches of various websites including regulatory and HTA agencies, and manufacturer webpagesAbility to anticipate the system-wide impact of recommendations to subsidise particular treatments including the impact on other hospital units, patients, and the society as a whole is desirable.Ability to write succinctly and translate complex technical information into plain English for different audiencesA commitment to excellence in quality of outputsEffective organisational and time management skills with ability to prioritise work efficiently and effectively to meet deadlines Sensitivity to emerging technology trends and ability to conduct trend analysis to decipher the patterns of market movement Effective and persuasive communicator demonstrating oral, written and presentation skills with a high degree of personal credibility and sensitivity Ability to establish effective working relationships with a range of professionals both within and outside MOH Ability to think and plan strategically and to exercise sound judgement in the face of conflicting pressuresA general understanding of the local health system and the social, political, economic and technical context within which MOH operates is desirableExperience working within an academic, clinical or health services research environment, or pharmaceutical or medical device company and supporting a multidisciplinary team is desirable.Ability to use standard Microsoft packages.
