OB DESCRIPTION SUMMARY:
Note: intent is to fill one available position, either as a civil engineer or associate civil engineer.
The successful Associate Civil Engineer applicant will work in the Capital Improvements Program (CIP) group of Jefferson County Transportation & Engineering Division and is responsible for performing engineering activities and construction management related to CIP projects involving roadway, bridge, stormwater drainage, and traffic operations projects. This will include, but is not limited to:
- Track project budgets.
- Respond to citizen questions and concerns.
- Review contractor project schedules.
- Review and develop project plans and project specifications.
- Perform entry level technical engineering analysis and calculations.
- Inspect construction work and record observations.
The successful Civil Engineer applicant will work in the Capital Improvements Program (CIP) group of Jefferson County Transportation & Engineering Division and is responsible for leading construction projects related to the Capital Improvements Program involving roadway, bridge, stormwater drainage, and traffic operations projects. This will include, but is not limited to:
- Manage project budgets.
- Respond to citizen questions and concerns.
- Review contractor project schedules.
- Review and develop project plans and project specifications, provide engineering analysis and calculations.
- Represent the County at applicable meetings for the project assigned.

Schedule:
This position is hybrid, with remote work and in-office work as needed; however, this position requires mostly office work with occasional field work. The successful candidate must have the ability to drive to various job site locations throughout unincorporated Jefferson County, walk over uneven terrain in a variety of weather conditions, and compare existing site conditions with construction plans.
Compensation:
Associate Civil Engineer:
Hiring Range: $85,000- $98,500 USD Annually
Compensation will be determined based on education, experience and skills.
Civil Engineer:
Hiring Range: $100,000- $114,500 USD Annually

Essential Duties:
Associate Civil Engineer:
- Serve as design engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures. Project types may include roadway improvements, stormwater drainage, traffic signals, signage and striping, and intersection and other road safety improvements.
- Review the preparation of construction plans and specifications.
- Represent the county in applicable project meetings or other plan review.
- Assist other department sections with their projects using their area of expertise.
- Develop and assist with feasibility studies, engineering calculations, construction plans, specifications, and cost estimates for assigned projects.
- CAD modeling and design efforts for capital improvement projects, including roadways, traffic safety enhancements, and stormwater drainage systems.
- Coordinate with other county and agency personnel during the design review and construction of projects.
- Address citizen concerns pertaining to projects assigned. Participate in community meetings and respond to questions and concerns related to roadway, traffic, and drainage projects.
- Review design plans and specifications and provide input for constructability and maintenance.
- Inspect contractors work for accuracy and completion according to construction plans/specifications and industry standards.
- Coordinate with contractors, construction supervisors, surveyors, Right-of-Way agents, utility companies, and County personnel, during project planning, design, and construction. Coordinate project activities with adjacent stakeholders and traveling public.
- Other duties and responsibilities as assigned.
Civil Engineer:
- Serve as project manager and/or project engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures. Project types may include roadway improvements, stormwater drainage, traffic signals, signage and striping, and intersection and other road safety improvements.
- Prepare and review scopes of work, drainage reports, design memorandums, specifications, and technical documentation.
- Develop and assist with feasibility studies, engineering calculations, construction plans, specifications, and cost estimates for assigned projects.
- Oversee and review the preparation of construction plans and specifications.
- Lead CAD modeling and design efforts for capital improvement projects, including roadways, traffic safety enhancements, and stormwater drainage systems.
- Represent the county in applicable project meetings or other plan review.
- Assist other department sections with their projects using their area of expertise.
- Coordinate with other county and agency personnel during the design review and construction of projects.
- Work closely with local agencies and utility providers to identify and mitigate potential conflicts during design and construction.
- Address citizen concerns pertaining to projects assigned.
- Participate in community meetings and respond to questions and concerns related to roadway, traffic, and drainage projects.
- Collaborate with survey staff, the ROW coordinator, and engineering teams to design and oversee roadway, traffic, and drainage projects, providing clear design assessments that improve constructability and reduce long-term maintenance challenges.
- Coordinate with the public, construction supervisors, survey crews, ROW agents, utility companies, and County personnel throughout project planning, design, and construction. Address and resolve project-related concerns as they arise.
- Conduct field inspection activities during project construction and for maintenance preparation.
- Review design plans and specifications and provide input for constructability and maintenance.
- Inspect contractors work for accuracy and completion according to construction plans/specifications and industry standards.

Qualifications:
Minimum Qualifications:
Associate Civil Engineer:
Experience: One year of experience in civil engineering, roadway construction, or related field.
Education: Bachelor of Science in Civil Engineering or related field. (from ABET accredited college)
License/Certifications: Engineer-In-Training (EIT) / Fundamentals of Engineering (FE) at time of hire.
The exceptional candidate will have:
- Educational background with a focus on civil engineering – roads, bridges, and drainage, traffic engineering, or transportation engineering.
- Experience using AutoCAD Civil 3D, Cartegraph (OpenGov), Adobe Acrobat Pro, Bluebeam, HEC-RAS, HY-8, and Microsoft Office Suite (Outlook, Teams, Excel, Word).
- Experience working in the public sector.
- Construction plan development experience.
- Ability to collaborate with various individuals to solve problems.
- Understanding of local, state, and federal regulations and design standards.
- Strong written and oral communication.
- Demonstrating initiative, innovation, and resiliency.
- Strong time management and prioritization skills.
- Ability to work on multiple complex projects at one time.
- Experience in running meetings with large groups and speaking in front of boards and commissions.
Civil Engineer:
Experience: Four years of experience in civil engineering, roadway construction, or related field.
Education: Bachelor of Science in Civil Engineering or related field (From ABET accredited college).
License/Certifications: Professional Engineer (PE) License at time of hire.
