Role Description – Corporate QHSE Manager (Infrastructure/Construction)This is a contract-based, on-site position based in Tebet, Jakarta, with the possibility of conversion to a permanent role based on performance. The Corporate QHSE Manager will act as the central architect and controller of Paesa’s Quality, Health, Safety, and Environmental (QHSE) systems at a corporate level. This role goes beyond site-level supervision, focusing on building, enforcing, and institutionalizing an integrated, practical, and high-integrity management system across all business units.
At Paesa, this role will not operate as a support function; you will be entrusted to shape the company’s operational discipline and integrity at scale.
You will work closely with senior leadership to ensure that ISO 9001, ISO 14001, ISO 45001, and ISO 37001 (Anti-Bribery Management System) are effectively embedded into daily operations and company culture.
Key ResponsibilitiesIntegrated System Management (IMS): Design, implement, and continuously improve a practical and robust Integrated Management System (IMS) across Head Office and project sites, ensuring alignment with ISO standardsQuality & Compliance Control: Act as the corporate quality gatekeeper to ensure all operations meet internal SOPs, regulatory requirements, and client standards (including government projects)Integrity Oversight (ISO 37001): Lead the implementation and enforcement of anti-bribery practices across all operational and procurement processes, ensuring zero tolerance for unethical conductAudit & Certification Leadership: Serve as Management Representative for external audits (ISO, SMK3, client audits), ensuring readiness, compliance, and successful audit outcomesOperational Enforcement & Field Governance: Provide direction and oversight to Project Manager(s) and teams, including the authority to intervene in activities that deviate from QHSE standardsStakeholder & Cross-Function Alignment: Collaborate with project teams, engineering, procurement, and leadership to ensure QHSE is embedded into all decision-making processes
Key QualificationsBachelor’s degree in Engineering, Environmental Health & Safety, or a related field (Master’s degree is a plus)Minimum 10 years of experience in QHSE, with at least 3–5 years in a corporate managerial role (preferably in infrastructure/construction)Certified Lead Auditor for ISO 9001, ISO 14001, and ISO 45001Strong experience in ISO 37001 (Anti-Bribery Management System) and SMK3 implementation and/or auditsCertified Ahli K3 Umum/Konstruksi (Kemnaker/BNSP)Proven experience handling external audits (SMK3, ISO, clients)Strong understanding of construction project environments, including remote or high-risk sitesWilling to uphold standards and say “no” to non-compliance
