About the job:The Procurement Manager is responsible for planning, managing, and controlling all procurement and subcontracting activities on behalf of the PMC for a mega–industrial project. The role ensures that procurement processes are executed in accordance with project requirements, contract conditions, client procedures, and applicable laws, while achieving cost, schedule, quality, and risk objectives. Key ResponsibilitiesDevelop and maintain the Project Procurement Strategy and Procurement Management Plan aligned with project objectives.Plan and manage procurement packaging, sequencing, and schedules, including long‑lead and critical items.Lead end‑to‑end tendering processes from prequalification through evaluation, negotiation, and award recommendation.Ensure all procurement activities comply with client requirements, project contracts, and applicable regulations.Manage preparation and review of commercial terms, contracts, and purchase orders in coordination with legal and commercial teams.Lead commercial negotiations with suppliers and subcontractors to achieve best value and risk-balanced outcomes.Establish and manage an approved vendor and subcontractor list suitable for large-scale industrial works.Monitor supplier and subcontractor performance in line with cost, schedule, quality, and HSE requirements.Track procurement commitments, expenditures, and cash flow against the approved project budget.Identify, assess, and mitigate procurement and supply chain risks, including market volatility and logistics constraints.Coordinate closely with engineering, construction, project controls, and client teams to ensure alignment of technical and commercial requirements.Prepare and present procurement status reports, risk summaries, and recommendations to senior management and the Client.
EducationBachelor’s degree in Engineering, Supply Chain Management, Business Administration, Quantity Surveying, or a related discipline.Master’s degree or professional certifications (e.g., CIPS, CPSM, PMP) are an advantage.ExperienceMinimum 12–15 years of procurement experience in large-scale industrial, infrastructure, oil & gas, power, petrochemical, or manufacturing projects.Proven experience working within a PMC / EPCM / Consulting environment on mega or complex projects.Strong background in international and local procurement, subcontracting, and contract administration.Skills & CompetenciesStrong commercial, negotiation, and contract management skills.Deep understanding of procurement processes for EPC and industrial construction projects.Ability to manage multiple high-value procurement packages simultaneously.Excellent stakeholder management and communication skills.Strong analytical, risk assessment, and decision-making capabilities.Proficient in procurement systems, ERP tools, and MS Office applications.LanguageFluent in English (written and spoken).Local language proficiency is an advantage.Key AttributesHigh level of integrity and professionalismResults-driven with strong leadership presenceAbility to perform under pressure in a fast-paced mega-project environmentDetail-oriented while maintaining a strategic, big-picture view
