PROCUREMENT OPERATIONS MANAGER
Chandra Asri Group, through its subsidiary PT Chandra Asri Sentral Solusi (CASS), has established a Shared Service Center (SSC) to enhance operational efficiency and support the business growth of its subsidiaries. ACE combines the legacy of Singapore’s first oil refinery with cutting-edge petrochemical operations, jointly owned by Chandra Asri Group and Glencore, one of the world’s largest natural resource companies.
Role Purpose
This role provides strategic leadership, end-to-end governance, and operational accountability for the entire Procurement Operations tower, encompassing all sub-towers: RTP/PO Management, Spot Buy, PTA RTP, Vendor Management (VM/MM/OA), Inventory Management, and Reporting. It is also accountable for service delivery performance, SAP process integrity, risk and compliance governance, stakeholder management, people leadership, and continuous improvement across all procurement operations streams; ensures that all procurement operational activities are executed accurately, compliantly, and efficiently, supporting business continuity, financial accuracy, and audit readiness.
Key Responsibilities1. Service Delivery & Operational LeadershipLead and govern daily procurement operations delivery across all sub-towers (RTP/PO, Spot Buy, PTA, Vendor Management, Inventory Management, Reporting), ensuring SLA, KPI, and quality targets are consistently met.Act as the single point of accountability for procurement operational performance, backlog management, exception handling, and issue resolution across all streams.Ensure seamless coordination between Procurement Operations, Finance/AP, Inventory, Legal, Planning, Warehouse, and Business stakeholders.Drive operational stability during transitions, peak demand periods, plant shutdowns, and system changes.Oversee end-to-end execution of procurement lifecycle activities from requisition through to payment readiness.
- SAP Procurement GovernanceOwn end-to-end governance of procurement transactions executed in SAP ECC, ensuring correct process usage across PR, PO, Vendor Master, Inventory, and Reporting activities.Ensure consistent application of procurement controls, approval matrices, sourcing thresholds, delegation of authority, and purchasing document standards within SAP.Oversee compliance with master data standards (vendor, material, service, pricing conditions) and transactional accuracy across all sub-towers.Govern PO change management, inventory movement governance, spot buy execution standards, and vendor lifecycle management within SAP ECC.
- Risk, Compliance & ControlsEnsure procurement operations comply with internal controls, audit requirements, SOX-compliant processes, and regulatory standards.Act as escalation owner for audit findings, control breaches, compliance deviations, and fraud prevention matters related to procurement activities.Partner with Risk, Compliance, Internal Audit, Tax, and Legal teams to close gaps and strengthen preventive and detective controls.Ensure proper documentation, evidence retention, and audit trails are maintained across all procurement sub-towers.Oversee vendor-related controls including duplicate vendor checks, bank detail validation, and compliance reviews.
- Stakeholder & Client ManagementBuild and maintain strong working relationships with business users, category managers, finance, operations, engineering, maintenance, and senior stakeholders.Translate business demand into clear operational priorities and execution plans across all procurement streams.Act as the primary escalation interface for procurement-related service issues, performance risks, and cross-functional dependencies.Support governance forums, performance reviews, and operational steering meetings with fact-based reporting and insights.Manage supplier coordination and escalations related to PO accuracy, delivery commitments, and commercial terms.
- People Leadership & Capability ManagementLead, coach, and develop procurement operations teams across all sub-towers, including Team Leads, SMEs, Senior Analysts, and Analysts.Ensure appropriate skill coverage across SAP procurement processes, inventory management, vendor management, spot buy, PTA, and reporting functions.Manage staffing, onboarding, knowledge transfer, succession planning, and performance management to sustain delivery stability.Foster a culture of accountability, continuous learning, and operational excellence across the tower.Ensure consistent application of procedures, quality expectations, and SAP standards across all teams.
- Performance Management & ReportingDefine and monitor operational KPIs across all sub-towers including cycle time, on-time delivery, first-time-right rate, backlog aging, stock accuracy, transaction accuracy, rework rates, and compliance metrics.Ensure data accuracy, analytical depth, and decision-ready reporting using SAP data and advanced reporting tools.Drive transparency of procurement operational performance through structured governance reporting.Support cost optimization initiatives by improving process efficiency, supplier compliance, and demand discipline.
- Operational Excellence & TransformationDrive continuous improvement initiatives across procurement operations using ESSA principles (Eliminate, Simplify, Standardize, Automate).Identify opportunities to reduce cycle time, rework, manual interventions, and spot buy dependency through process optimization and SAP enablement.Support transition, stabilization, and transformation initiatives related to procurement process changes or system enhancements.Lead process standardization, SOP enhancement, and automation efforts across all procurement sub-towers.Drive initiatives to improve inventory accuracy, reduce obsolescence, expand contract/catalog coverage, and strengthen vendor data quality.
Experience RequirementsMinimum 10–15 years of progressive experience in Procurement Operations, Supply Chain Operations, or Shared Services / Managed Services environments.At least 5 years in a leadership role with direct accountability for multi-process procurement delivery across multiple sub-towers or functional streams.Proven experience managing end-to-end procurement operations including RTP/PO management, vendor management, inventory management, spot buying, and procurement reporting.Strong track record of leading teams of 20+ professionals across multiple levels (SMEs, Senior Analysts, Analysts).Demonstrated experience in managing stakeholder relationships at senior and executive levels.Proven ability to drive operational transformation, process standardization, and continuous improvement initiatives.
EducationBachelor’s degree in Supply Chain Management, Engineering, Business Administration, Finance, Operations Management, or related discipline.Master’s degree or professional certification (e.g., CIPS, CSCP, PMP) is preferred.
Core Skills & System ExpertiseMandatoryDeep functional knowledge of SAP ECC procurement processes and controls (MM module: PR, PO, Vendor Master, Inventory, Pricing, Account Assignment, GR/IR).Strong understanding of procurement governance, sourcing models, approval matrices, delegation of authority, and operational risk management.Excellent leadership, people management, and capability development skills.Strong stakeholder management, communication, and decision-making capability suitable for senior governance forums.Proven ability to manage complexity, prioritize competing demands, and lead through ambiguity.Strong analytical, problem-solving, and root cause analysis skills.High attention to compliance, controls, audit readiness, and operational risk.
Preferred / Value-AddExperience with procurement reporting tools including advanced Excel, Power BI, or equivalent BI platforms.Familiarity with SOX compliance requirements in procurement operations.Experience supporting procurement system migrations or ERP transformation projects.Knowledge of ESSA (Eliminate, Simplify, Standardize, Automate) or similar operational excellence frameworks.
