Job Description
Our client is seeking a People & Culture Manager to build and maintain a high-performing workforce by protecting the Company's interests, ensuring legal compliance, treating employees fairly and consistently, and creating a culture of accountability, engagement and continuous improvement that supports the Group's commercial success.
This is a standalone HR Manager position, ideal for an experienced HR professional who is comfortable working independently and building the HR function from the ground up. You will be responsible for all HR activities across the business, supporting both office staff and site-based teams. The role blends strategic planning with hands-on operational delivery, ensuring compliance, engagement, and effective people management in a dynamic construction environment.
You’ll be involved in everything from people planning and employee relations, to recruitment oversight and people management training. You will work towards implementing and improving processes and continuous employee development across the business.
Key Responsibilities
HR Leadership & Strategy
- Establish and lead the HR function, aligning HR practices with business goals and operational needs.
- Develop and implement HR initiatives to improve employee engagement, retention, and communication across office and site teams.
- Advise and coach managers and supervisors on HR matters, employee relations, and performance management, with a focus on site-based challenges.
- Review, develop, and maintain company policies and procedures, ensuring compliance with employment law, health & safety, and industry regulations.
- Foster a positive workplace culture that supports safety, teamwork, and continuous improvement.
HR Operations
- Manage all HR administration, including contracts, onboarding, promotions/changes, leavers, and employee documentation for both permanent and temporary/site-based staff.
- Maintain accurate employee records in line with GDPR and data protection requirements.
- Partner with payroll to ensure accurate and timely pay, including overtime, site allowances, and compliance with construction industry agreements.
- Ensure compliance with employment law, health & safety legislation, and industry-specific requirements (e.g., CSCS cards, Safe Pass, etc.).
- Maintain and update the Employee Handbook, tailoring content to reflect construction/roofing sector needs.
Recruitment & Talent
- Manage end-to-end recruitment for all roles, including trades, site operatives, and office staff.
- Develop and run recruitment campaigns using channels relevant to the construction sector (e.g., trade networks, job boards, local outreach).
- Oversee onboarding and induction processes, ensuring all new starters receive appropriate site safety and compliance training.
Training & Development
- Oversee company-wide training compliance, including mandatory health & safety, legislative, and skills training.
- Provide or coordinate training for managers and supervisors on people management, site safety, and HR best practices.
- Work with site managers to identify training needs and maintain up-to-date, engaging training content.
Employee Relations & Engagement
- Act as the first point of contact for all HR queries, grievances, and disciplinary matters.
- Support managers in resolving workplace issues promptly and fairly, with a focus on maintaining office/site harmony and productivity.
- Promote employee wellbeing and engagement initiatives suitable for a construction workforce.
Qualifications/Experience
- 5+ years’ experience in HR, ideally with exposure to construction, trades, or a similar hands-on industry.
- Strong operational HR skills, with the ability to work independently and build HR processes from scratch.
- Excellent knowledge of employment law, health & safety, and HR compliance relevant to the construction sector.
- Approachable, practical, and confident advising managers and site supervisors at all levels.
- Experience managing HR for a multi-site or mobile workforce is an advantage.
- CIPD qualification or degree in Human Resources, Business, or a related discipline preferred.
