The Ministry is responsible for developing and evaluating curriculum, teacher development and certification, supporting students with diverse learning needs, funding and supporting school boards, First Nations, Métis and Inuit and Francophone education, and overseeing basic education policy and regulations.
Reporting to the Director of Financial Reporting and Accountability, the Manager leads a team of six professionals, including themselves. The Manager is accountable for quarterly submissions to Treasury Board, preparation and development of the Ministry, Department and Alberta School Foundation Fund (ASFF) financial statements, and coordination of the annual report submission. They also oversee the Alberta School Foundation Fund’s day‑to‑day operations—including billing, collection, and reporting for 331 municipalities and 18 opted‑out school jurisdictions—and serve as the lead contact for the Auditor General.
The role includes preparing briefing materials and presenting to senior executives and Treasury Board under the Financial Administration Act and the Sustainable Fiscal Planning and Reporting Act.
Key Responsibilities
- Present yearly and quarterly financial statements to executive staff, including the Assistant Deputy Minister and Deputy Minister.
- Provide direction, coordination and analysis to support development and implementation of branch/department/government policies and strategies.
- Supervise preparation of the annual report submission, financial statements, and annual audit.
- Review and approve monthly 1GX to AIMS account reconciliations and bank reconciliations for the Alberta School Foundation Fund.
- Direct and assist with updates to layouts and presentation of financial statements.
- Work directly with School Boards and Municipalities to resolve issues and introduce new system implementations, processes and changes.
- Prepare brief presentations and financial information for senior managers, external stakeholders and Treasury Board in a comprehensive and timely manner.
- Review submissions and follow up with feedback, questions or clarification for staff throughout the department.
Requirements
Required
- A Bachelor’s degree in business or finance supplemented by four years of related experience.
- A professional accounting designation (CPA or legacy designations CA, CMA, CGA).
Equivalency
- Related experience or education may be considered on a one‑for‑one basis.
Assets
- Advanced financial accounting and reporting theories, techniques and processes.
- Knowledge of financial reporting practices of school jurisdictions, private schools and private ECS operators.
- Understanding of Public‑Sector Accounting Standards, Not‑for‑Profit Accounting standards and Generally Accepted Accounting Principles.
- Familiarity with relevant legislation, regulations and manuals (e.g., Financial Administration Act; Government Accounting and Organization Acts; Sustainable Fiscal Planning and Reporting Act; Education Act; Private Schools Regulation; Early Childhood Services Regulation; Funding Manual for School Authorities; Ministerial Grants Regulation).
